| 17 | 17 | | ating on more than 90 campuses in 16 States; |

| 18 | 18 | | Whereas Tribal colleges and universities are institutions of |

| 19 | 19 | | higher education that receive Tribal charters or Federal |
|---|
| 20 | 20 | | charters and therefore have a unique relationship with |
|---|
| 21 | 21 | | the Federal Government; |

| 22 | 22 | | Whereas Tribal colleges and universities serve students from |

| 23 | 23 | | more than 230 federally recognized Indian Tribes; |
