1616 Be it enacted by the Senate and House of Representa-1
1717 tives of the United States of America in Congress assembled, 2
1818 SECTION 1. AMBASSADOR-AT-LARGE FOR ARCTIC AFFAIRS. 3
1919 Title I of the State Department Basic Authorities Act 4
2020 of 1956 (22 U.S.C. 2651a et seq.) is amended by adding 5
2121 at the end the following new section: 6
2222 ‘‘SEC. 65. UNITED STATES AMBASSADOR-AT-LARGE FOR 7
2323 ARCTIC AFFAIRS. 8
2424 ‘‘(a) E
2525 STABLISHMENT.—There is authorized within 9
2626 the Department of State an Ambassador-at-Large for Arc-10
2727 tic Affairs, appointed under subsection (b). 11

3131 ‘‘(b) APPOINTMENT.—The Ambassador shall be ap-1
3232 pointed by the President, by, and with the advice and con-2
3333 sent of the Senate. 3
3434 ‘‘(c) D
3535 UTIES.—The Ambassador is authorized to rep-4
3636 resent the United States in matters and cases relevant to 5
3737 Arctic affairs and shall be responsible to the Secretary of 6
3838 State for all matters, programs, and related activities per-7
3939 taining to the Arctic region in the conduct of foreign policy 8
4040 by the Department, including, as appropriate, leading the 9
4141 coordination of programs carried out by United States 10
4242 Government agencies abroad, and such other related du-11
4343 ties as the Secretary may from time to time designate. 12
4444 ‘‘(d) A
4545 REAS OFRESPONSIBILITY.—The Ambassador- 13
4646 at-Large for Arctic Affairs is authorized to maintain con-14
4747 tinuous observation and coordination of all matters indi-15
4848 cated by the Secretary of State, including those pertaining 16
4949 to energy, environment, trade, and infrastructure develop-17
5050 ment and maintenance, and, in consultation with the 18
5151 heads of other relevant departments and agencies, those 19
5252 pertaining to law enforcement and political-military affairs 20
5353 in the conduct of foreign policy in the Arctic, including 21
5454 programs carried out by other United States Government 22
5555 agencies when such programs pertain to the following mat-23
5656 ters, to the extent directed by the Secretary of State: 24
5757 ‘‘(1) National security. 25

6161 ‘‘(2) Strengthening cooperation among Arctic 1

6363 ‘‘(3) The promotion of responsible natural re-3
6464 source management and economic development. 4
6565 ‘‘(4) Protecting the Arctic environment and 5
6666 conserving its biological resources. 6
6767 ‘‘(5) Arctic indigenous peoples, including by in-7
6868 volving them in decisions that affect them. 8
6969 ‘‘(6) Scientific monitoring and research. 9

7171 DDITIONALDUTIES.—In addition to the duties 10
7272 and responsibilities specified in subsections (c) and (d), 11
7373 the Ambassador-at-Large for Arctic Affairs shall also 12
7474 carry out such other relevant duties as the Secretary may 13
7575 assign. 14

7777 EFINITIONS.—In this section: 15
7878 ‘‘(1) A
7979 RCTIC REGION.—The term ‘Arctic region’ 16
8080 means— 17
8181 ‘‘(A) the geographic region north of the 18
8282 66.56083 parallel latitude north of the equator; 19
8383 ‘‘(B) all the United States territory north 20
8484 and west of the boundary formed by the Porcu-21
8585 pine, Yukon, and Kuskokwim Rivers; 22
8686 ‘‘(C) all contiguous seas, including the Arc-23
8787 tic Ocean and the Beaufort, Bering, and 24
8888 Chukchi Seas; and 25

9494 RCTIC COUNTRIES.—The term ‘Arctic 2
9595 countries’ means the permanent members of the 3
9696 Arctic Council, namely the United States, Canada, 4
9797 Denmark, Iceland, Norway, Sweden, Finland, and 5
9898 Russia.’’. 6
