17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. SHORT TITLE. 3
20	20	This Act may be cited as the ‘‘Historic Greenwood 4
21	21	District—Black Wall Street National Monument Estab-5
22	22	lishment Act’’. 6
23	23	SEC. 2. DEFINITIONS. 7

29	29	means the Historic Greenwood District—Black Wall 2
30	30	Street National Monument Advisory Commission es-3
31	31	tablished by section 5(a). 4

39	39	tional Monument’’ means the Historic Greenwood 10

43	43	ECRETARY.—The term ‘‘Secretary’’ means 13
44	44	the Secretary of the Interior. 14
45	45	SEC. 3. ESTABLISHMENT OF HISTORIC GREENWOOD DIS-15

49	49	STABLISHMENT.— 18

51	51	N GENERAL.—Subject to paragraph (2), 19
52	52	there is established the Historic Greenwood Dis-20
53	53	trict—Black Wall Street National Monument in the 21
54	54	State of Oklahoma as a unit of the National Park 22
55	55	System to preserve, protect, and interpret for the 23
56	56	benefit of present and future generations resources 24
57	57	associated with the Historic Greenwood District, 25

65	65	ONDITIONS OF ESTABLISHMENT .— 4

67	67	ETERMINATION BY THE SEC -5
68	68	RETARY.—The National Monument shall be es-6
69	69	tablished on the date the Secretary determines 7
70	70	that a sufficient quantity of land or interests in 8
71	71	land has been acquired to constitute a manage-9
72	72	able park unit. 10

74	74	OTICE.—Not later than 30 days 11
75	75	after the date on which the Secretary makes a 12
76	76	determination under subparagraph (A), the 13
77	77	Secretary shall publish in the Federal Register 14
78	78	notice of the establishment of the National 15
79	79	Monument. 16

81	81	OUNDARY.—The boundary of the National 17
82	82	Monument shall be as generally depicted on the Map. 18

84	84	AP.—The Map shall be on file and available for 19
85	85	public inspection in the appropriate offices of the National 20
86	86	Park Service. 21

88	88	CQUISITIONAUTHORITY.—The Secretary may 22
89	89	acquire any land or interest in land located within the 23
90	90	boundary of the National Monument by— 24
91	91	(1) donation; 25

99	99	GREEMENTS.— 4

101	101	N GENERAL.—The Secretary may enter 5
102	102	into cooperative agreements, as appropriate, with 6
103	103	public or private entities to provide and facilitate, 7
104	104	within or outside the boundary of the National 8
105	105	Monument, interpretive and educational services, ad-9
106	106	ministrative support, and technical assistance relat-10
107	107	ing to the National Monument. 11

109	109	ARKING AND INTERPRETATION OF SIG -12
110	110	NIFICANT HISTORIC OR CULTURAL RESOURCES .— 13
111	111	The Secretary may enter into agreements to mark or 14
112	112	interpret significant historic or cultural resources or 15
113	113	locations on land within the boundary of the Na-16
114	114	tional Monument. 17
115	115	(f) P
116	116	RIVATEPROPERTY.—Nothing in this Act affects 18
117	117	the rights of an owner of private property within or adja-19
118	118	cent to the National Monument. 20
119	119	SEC. 4. ADMINISTRATION. 21

121	121	DMINISTRATION BY SECRETARY.—The Sec-22
122	122	retary shall administer the National Monument in accord-23
123	123	ance with— 24
124	124	(1) this Act; and 25

133	133	N GENERAL.—Not later than 3 years after 4
134	134	the date on which funds are first made available to 5
135	135	carry out this Act, the Secretary shall prepare a 6
136	136	management plan for the National Monument in ac-7
137	137	cordance with section 100502 of title 54, United 8
138	138	States Code. 9
139	139	(2) C
140	140	ONSULTATION.—The Secretary shall con-10
141	141	sult with the Commission on the preparation of the 11
142	142	management plan under paragraph (1). 12
143	143	SEC. 5. ESTABLISHMENT OF HISTORIC GREENWOOD DIS-13
144	144	TRICT—BLACK WALL STREET NATIONAL 14
145	145	MONUMENT ADVISORY COMMISSION. 15

147	147	STABLISHMENT.—There is established an advi-16
148	148	sory commission, to be known as the ‘‘Historic Greenwood 17
149	149	District—Black Wall Street National Monument Advisory 18
150	150	Commission’’. 19

152	152	UTY.—The Commission shall advise the Sec-20
153	153	retary on matters relating to the development and man-21
154	154	agement of the National Monument, including the con-22
155	155	struction of visitor service facilities and infrastructure. 23

157	157	EMBERSHIP.— 24

161	161	(1) COMPOSITION.—The Commission shall be 1
162	162	composed of 11 members, to be appointed by the 2
163	163	Secretary, of whom— 3
164	164	(A) 7 members shall be descendants of in-4
165	165	dividuals who lived or worked in the Greenwood 5
166	166	District of Tulsa in 1921, to be appointed after 6
167	167	consideration of recommendations from inter-7
168	168	ested organizations or individuals; 8
169	169	(B) 3 members shall have experience in the 9
170	170	field of historic preservation or the purposes for 10
171	171	which the National Monument was established; 11
172	172	and 12
173	173	(C) 1 member shall be appointed after con-13
174	174	sideration of recommendations submitted by the 14
175	175	Mayor of Tulsa. 15

177	177	ERMS.—A member of the Commission 16
178	178	shall be appointed for a term of 5 years. 17

180	180	ACANCIES.—Any vacancy on the Commis-18
181	181	sion shall be filled in the same manner in which the 19
182	182	original appointment was made. 20

184	184	UCCESSORS.—Notwithstanding the expira-21
185	185	tion of a 5-year term of a member of the Commis-22
186	186	sion, a member of the Commission may continue to 23
187	187	serve on the Commission until the date on which— 24

196	196	HAIR; BYLAWS.—The Commission shall— 5
197	197	(1) have a Chair, who shall be elected by the 6
198	198	members of the Commission; and 7
199	199	(2) adopt such bylaws as the Commission con-8
200	200	siders necessary to carry out the functions of the 9
201	201	Commission under this Act. 10

203	203	EETINGS.—The Commission shall meet at the 11
204	204	call of— 12
205	205	(1) the Chair; or 13
206	206	(2) a majority of the members of the Commis-14
207	207	sion. 15

209	209	UORUM.—A majority of the members of the 16
210	210	Commission shall constitute a quorum. 17

215	215	shall serve without compensation. 20

217	217	RAVEL EXPENSES.—Members of the Com-21
218	218	mission shall be allowed travel expenses, including 22
219	219	per diem in lieu of subsistence, at rates authorized 23
220	220	for an employee of an agency under subchapter I of 24
221	221	chapter 57 of title 5, United States Code, while 25

229	229	ACANONAPPLICABILITY.—Section 1013(b) of 4
230	230	title 5, United States Code, shall not apply to the Commis-5
231	231	sion. 6

233	233	ERMINATION.—The Commission shall terminate 7
234	234	10 years after the date on which the National Monument 8
235	235	is established. 9
