5151 N GENERAL.—Subject to paragraph (2), 19
5252 there is established the Historic Greenwood Dis-20
5353 trict—Black Wall Street National Monument in the 21
5454 State of Oklahoma as a unit of the National Park 22
5555 System to preserve, protect, and interpret for the 23
5656 benefit of present and future generations resources 24
5757 associated with the Historic Greenwood District, 25

6565 ONDITIONS OF ESTABLISHMENT .— 4

6868 RETARY.—The National Monument shall be es-6
6969 tablished on the date the Secretary determines 7
7070 that a sufficient quantity of land or interests in 8
7171 land has been acquired to constitute a manage-9
7272 able park unit. 10

7474 OTICE.—Not later than 30 days 11
7575 after the date on which the Secretary makes a 12
7676 determination under subparagraph (A), the 13
7777 Secretary shall publish in the Federal Register 14
7878 notice of the establishment of the National 15
7979 Monument. 16

8181 OUNDARY.—The boundary of the National 17
8282 Monument shall be as generally depicted on the Map. 18

8484 AP.—The Map shall be on file and available for 19
8585 public inspection in the appropriate offices of the National 20

8888 CQUISITIONAUTHORITY.—The Secretary may 22
8989 acquire any land or interest in land located within the 23

9999 GREEMENTS.— 4

101101 N GENERAL.—The Secretary may enter 5
102102 into cooperative agreements, as appropriate, with 6
103103 public or private entities to provide and facilitate, 7
104104 within or outside the boundary of the National 8
105105 Monument, interpretive and educational services, ad-9
106106 ministrative support, and technical assistance relat-10
107107 ing to the National Monument. 11

109109 ARKING AND INTERPRETATION OF SIG -12
110110 NIFICANT HISTORIC OR CULTURAL RESOURCES .— 13
111111 The Secretary may enter into agreements to mark or 14
112112 interpret significant historic or cultural resources or 15
113113 locations on land within the boundary of the Na-16
114114 tional Monument. 17

116116 RIVATEPROPERTY.—Nothing in this Act affects 18
117117 the rights of an owner of private property within or adja-19
118118 cent to the National Monument. 20
119119 SEC. 4. ADMINISTRATION. 21

121121 DMINISTRATION BY SECRETARY.—The Sec-22
122122 retary shall administer the National Monument in accord-23
123123 ance with— 24
124124 (1) this Act; and 25

133133 N GENERAL.—Not later than 3 years after 4
134134 the date on which funds are first made available to 5
135135 carry out this Act, the Secretary shall prepare a 6
136136 management plan for the National Monument in ac-7
137137 cordance with section 100502 of title 54, United 8
138138 States Code. 9
139139 (2) C
140140 ONSULTATION.—The Secretary shall con-10
141141 sult with the Commission on the preparation of the 11
142142 management plan under paragraph (1). 12
143143 SEC. 5. ESTABLISHMENT OF HISTORIC GREENWOOD DIS-13
144144 TRICT—BLACK WALL STREET NATIONAL 14
145145 MONUMENT ADVISORY COMMISSION. 15

147147 STABLISHMENT.—There is established an advi-16
148148 sory commission, to be known as the ‘‘Historic Greenwood 17
149149 District—Black Wall Street National Monument Advisory 18
150150 Commission’’. 19

152152 UTY.—The Commission shall advise the Sec-20
153153 retary on matters relating to the development and man-21
154154 agement of the National Monument, including the con-22
155155 struction of visitor service facilities and infrastructure. 23

157157 EMBERSHIP.— 24

161161 (1) COMPOSITION.—The Commission shall be 1
162162 composed of 11 members, to be appointed by the 2
163163 Secretary, of whom— 3
164164 (A) 7 members shall be descendants of in-4
165165 dividuals who lived or worked in the Greenwood 5
166166 District of Tulsa in 1921, to be appointed after 6
167167 consideration of recommendations from inter-7
168168 ested organizations or individuals; 8
169169 (B) 3 members shall have experience in the 9
170170 field of historic preservation or the purposes for 10
171171 which the National Monument was established; 11
172172 and 12
173173 (C) 1 member shall be appointed after con-13
174174 sideration of recommendations submitted by the 14
175175 Mayor of Tulsa. 15

177177 ERMS.—A member of the Commission 16
178178 shall be appointed for a term of 5 years. 17
179179 (3) V
180180 ACANCIES.—Any vacancy on the Commis-18
181181 sion shall be filled in the same manner in which the 19
182182 original appointment was made. 20

184184 UCCESSORS.—Notwithstanding the expira-21
185185 tion of a 5-year term of a member of the Commis-22
186186 sion, a member of the Commission may continue to 23
187187 serve on the Commission until the date on which— 24

193193 (B) a successor is appointed by the Sec-3

196196 HAIR; BYLAWS.—The Commission shall— 5
197197 (1) have a Chair, who shall be elected by the 6
198198 members of the Commission; and 7
199199 (2) adopt such bylaws as the Commission con-8
200200 siders necessary to carry out the functions of the 9
201201 Commission under this Act. 10

203203 EETINGS.—The Commission shall meet at the 11
204204 call of— 12
205205 (1) the Chair; or 13
206206 (2) a majority of the members of the Commis-14
207207 sion. 15

209209 UORUM.—A majority of the members of the 16
210210 Commission shall constitute a quorum. 17

212212 OMPENSATION.— 18

214214 N GENERAL.—Members of the Commission 19
215215 shall serve without compensation. 20

217217 RAVEL EXPENSES.—Members of the Com-21
218218 mission shall be allowed travel expenses, including 22
219219 per diem in lieu of subsistence, at rates authorized 23
220220 for an employee of an agency under subchapter I of 24
221221 chapter 57 of title 5, United States Code, while 25

229229 ACANONAPPLICABILITY.—Section 1013(b) of 4
230230 title 5, United States Code, shall not apply to the Commis-5
231231 sion. 6

233233 ERMINATION.—The Commission shall terminate 7
234234 10 years after the date on which the National Monument 8
235235 is established. 9
