To abolish the United States African Development
Foundation.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘United States African 4
Development Foundation Dissolution Act’’. 5
SEC. 2. ABOLITION. 6
The United States African Development Foundation 7
established under section 503 of the African Development 8
Foundation Act (title V of Public Law 96–533; 22 U.S.C. 9
290h–1) is abolished. 10

SEC. 3. REPEAL. 1
The African Development Foundation Act (title V of 2
Public Law 96–533; 22 U.S.C. 290h et seq.) is repealed. 3
SEC. 4. TRANSFER OF FUNCTIONS AND AUTHORITIES. 4
(a) T
RANSFERS TOSECRETARY OFSTATE.—There 5
are transferred to the Secretary of State all of the func-6
tions of the United States African Development Founda-7
tion, as of the day before the date of the enactment of 8
this Act, including any unexpended balances, assets, or re-9
sponsibilities of such agency under any statute, reorga-10
nization plan, executive order, or other provision of law. 11
(b) N
ORETENTION OFOFFICERS.—Nothing in this 12
subsection (a) may be construed to require the reappoint-13
ment of any officer of the United States African Develop-14
ment Foundation as of the day before the date of the en-15
actment of this Act. 16
SEC. 5. REFERENCES. 17
Beginning on the date of the enactment of this Act, 18
any reference in any statute, reorganization plan, execu-19
tive order, regulation, agreement, determination, or other 20
official document or proceeding to the United States Afri-21
can Development Foundation, or to the President and 22
Chief Executive Officer or any other officer or employee 23
of the United States African Development Foundation, 24
