Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. MODIFICATION OF REQUIREMENTS FOR 3
TRANSFERS OF UNITED STATES DEFENSE AR-4
TICLES AND DEFENSE SERVICES AMONG BAL-5
TIC STATES. 6
(a) I
NGENERAL.—Any defense article or defense 7
service provided by the United States to a Baltic state may 8
be transferred by such Baltic state to any other Baltic 9

state without the approval of the United States as may 1
be required under any other provision of law. 2
(b) C
OMMONCOALITIONKEY.—The Secretary of De-3
fense shall establish among the Baltic states a common 4
coalition key within the Baltic states for the purpose of 5
sharing ammunition for High Mobility Artillery Rocket 6
Systems (HIMARS) among the Baltic states for training 7
and operational purposes. 8

EFINITIONS.—In this section: 9
(1) B
ALTIC STATE.—The term ‘‘Baltic state’’ 10
means the following: 11
(A) Estonia. 12
(B) Lithuania. 13
(C) Latvia. 14
(2) D
EFENSE ARTICLE; DEFENSE SERVICE.— 15
The terms ‘‘defense article’’ and ‘‘defense service’’ 16
have the meanings given such terms in section 47 of 17
the Arms Export Control Act (22 U.S.C. 2794). 18
