2929 SECTION 1. SHORT TITLE. 1
3030 This Act may be cited as the ‘‘Concrete and Asphalt 2
3131 Innovation Act of 2025’’. 3
3232 SEC. 2. DEFINITIONS. 4
3333 Unless otherwise provided, in this Act: 5
3434 (1) A
3535 LTERNATIVE FUELS .—The term ‘‘alter-6
3636 native fuels’’ means any solid, liquid, or gaseous ma-7
3737 terial, or any combination of those materials, used to 8
3838 replace or supplement any portion of fuels used in 9
3939 combustion or pyrolysis for the production of low- 10
4040 emissions cement, concrete, asphalt binder, or as-11
4141 phalt mixture. 12

4343 ASELINE EMBODIED GREENHOUSE GAS 13
4444 EMISSIONS.—The term ‘‘baseline embodied green-14
4545 house gas emissions’’ means the reported industry 15
4646 averages (using regional averages, if available, and 16
4747 otherwise using national averages) of embodied 17
4848 greenhouse gas emissions of cement, concrete, as-18
4949 phalt binder, or asphalt mixture, as determined by 19
5050 the Secretary under section 3(h)(1). 20

5252 OMMERCIALLY AVAILABLE .—The term 21
5353 ‘‘commercially available’’, with respect to cement, 22
5454 concrete, asphalt binder, and asphalt mixture, means 23
5555 that the cement, concrete, asphalt binder, or asphalt 24
5656 mixture is, or the component materials of cement, 25
5757 concrete, asphalt binder, and asphalt mixture are— 26

106106 including extraction, production, transport, and 15

110110 The term ‘‘engineering performance standard’’ 18
111111 means a standard in which the requirements are 19
112112 stated in terms of required results, with criteria for 20
113113 verifying compliance rather than specific composi-21

129129 asphalt binders, and asphalt mixtures produced 9
130130 using the same product category rule. 10

132132 OW-EMISSIONS CEMENT , CONCRETE, AS-11
133133 PHALT BINDER, OR ASPHALT MIXTURE .—The term 12
134134 ‘‘low-emissions cement, concrete, asphalt binder, or 13
135135 asphalt mixture’’ means cement, concrete, asphalt 14
136136 binder, or asphalt mixture— 15
137137 (A) that has substantially lower embodied 16
138138 greenhouse gas emissions and copollutant emis-17
139139 sions than the baseline embodied greenhouse 18
140140 gas emissions of the cement, concrete, asphalt 19
141141 binder, or asphalt mixture, as applicable; and 20
142142 (B) the substantially lower embodied 21
143143 greenhouse gas emissions and copollutant emis-22
144144 sions of which are achieved through any com-23
145145 bination of— 24

238238 URPOSE.—The purpose of this section is to ad-4
239239 vance the research and development of innovative tech-5
240240 nologies aimed at— 6
241241 (1) achieving significant greenhouse gas emis-7
242242 sions and copollutant emissions reductions in the 8
243243 production processes for cement, concrete, asphalt 9
244244 binder, and asphalt mixture products; 10
245245 (2) increasing the technological and economic 11
246246 competitiveness of industry and production in the 12
247247 United States; 13
248248 (3) increasing the stability of supply chains 14
249249 through enhanced domestic production, nearshoring, 15
250250 and cooperation with allies; and 16
251251 (4) creating quality domestic jobs. 17

253253 STABLISHMENT OF PROGRAM.—Not later than 18
254254 180 days after the date of enactment of this Act, the Sec-19
255255 retary shall establish a program of research, development, 20
256256 demonstration, and commercial application of tools, tech-21
257257 nologies, and methods for the production and use of low- 22
258258 emissions cement, concrete, asphalt binder, or asphalt 23
259259 mixture. 24

261261 EQUIREMENTS.—In carrying out the program 25
262262 established under subsection (b), the Secretary shall— 26

345345 (C) electrification of heating processes; 23
346346 (D) other heat-generation and storage 24
347347 sources; 25

356356 ergy and natural resource consumption, which may 6
357357 include— 7
358358 (A) designing products that enable reuse, 8
359359 refurbishment, remanufacturing, or recycling; 9
360360 (B) minimizing waste, including waste 10
361361 heat, from cement, concrete, asphalt binder, 11
362362 and asphalt mixture production processes, in-12
363363 cluding through the reuse of waste as a re-13
364364 source in other industrial processes for mutual 14
365365 benefit; 15
366366 (C) increasing resource efficiency; or 16
367367 (D) increasing the energy efficiency of ce-17
368368 ment, concrete, asphalt binder, or asphalt mix-18
369369 ture production processes; 19
370370 (5) technologies and approaches to reduce co-20
371371 pollutants from the production of cement, concrete, 21
372372 asphalt binder, or asphalt mixtures, including— 22
373373 (A) sulfur dioxide; 23
374374 (B) nitrogen oxide; 24
375375 (C) particulate matter; 25

384384 vanced materials and production processes that may 6
385385 contribute to the focus areas described in para-7
386386 graphs (1) through (5), including— 8
387387 (A) modeling, simulation, and optimization 9
388388 of the design of energy-efficient and sustainable 10
389389 products; and 11
390390 (B) the use of digital prototyping and ad-12
391391 ditive production to enhance product design; 13
392392 and 14
393393 (7) technologies that can be retrofitted at ce-15
394394 ment, concrete, asphalt binder, or asphalt mixture 16
395395 plants that represent the most common facility types 17
396396 in the United States and in other countries. 18

398398 TRATEGICPLAN.— 19

400400 N GENERAL.—Not later than 180 days 20
401401 after the date of enactment of this Act, the Sec-21
402402 retary shall develop and submit to the Committee on 22
403403 Energy and Natural Resources of the Senate and 23
404404 the Committee on Science, Space, and Technology of 24
405405 the House of Representatives a 5-year strategic plan 25

414414 under paragraph (1) shall— 5
415415 (A) establish technological and pro-6
416416 grammatic goals to achieve the requirements 7
417417 described in subsection (c); 8
418418 (B) document existing activities of the De-9
419419 partment and other Federal agencies relating to 10
420420 low-emissions cement, concrete, asphalt binder, 11
421421 or asphalt mixtures; 12
422422 (C) identify existing programs of the De-13
423423 partment that— 14
424424 (i) relate to the production of low- 15
425425 emissions cement, concrete, asphalt binder, 16
426426 or asphalt mixtures; and 17
427427 (ii) support, or could support, the re-18
428428 search, development, demonstration, and 19
429429 commercial application activities described 20
430430 in this section, including any demonstra-21
431431 tion projects carried out under subsection 22
432432 (f); 23
433433 (D) to avoid duplication of efforts, incor-24
434434 porate findings from— 25

458458 ment relating to the research, development, and 21
459459 demonstration of technologies for the produc-22
460460 tion and use of low-emissions cement, concrete, 23
461461 asphalt binder, and asphalt mixtures; 24

471471 relevant Centers to participate in international 7
472472 standards setting to enhance United States 8
473473 manufacturing competitiveness. 9

475475 PDATES TO PLAN .—Not less frequently 10
476476 than once every 2 years, the Secretary shall submit 11
