1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘Recouping Educational 4
1919 Contributions Linked to Antisemitic Institutional Mis-5
2020 conduct Act’’ or the ‘‘RECLAIM Act’’. 6

2727 Section 602 of the Civil Rights Act of 1964 (42 4
2828 U.S.C. 2000d–1) is amended, in paragraph (1) of the 5
2929 third sentence, by striking ‘‘shall be limited in its effect 6
3030 to the particular program, or part thereof, in which such 7
3131 noncompliance has been so found,’’ and inserting ‘‘shall 8
3232 apply to the entire program or activity in which such non-9
3333 compliance has been so found,’’. 10
3434 SEC. 3. RECOUPING CERTAIN PAYMENTS OF FEDERAL FI-11
3535 NANCIAL ASSISTANCE. 12
3636 Section 602 of the Civil Rights Act of 1964 (42 13
3737 U.S.C. 2000d–1) is amended, in the third sentence— 14
3838 (1) by redesignating paragraph (2) as para-15
3939 graph (3); and 16
4040 (2) by inserting after ‘‘found,’’ the following: 17
4141 ‘‘(2) by requiring a recipient to repay the amount of 18
4242 any Federal financial assistance provided to the re-19
4343 cipient for a program or activity for a fiscal year 20
4444 during which the recipient is found (in accordance 21
4545 with the procedures described in paragraph (1)) to 22
4646 be in such noncompliance concerning the program or 23
4747 activity (without regard to whether the Federal fi-24
4848 nancial assistance has been expended), which shall 25
4949 be collected as a claim of the United States Govern-26

5555 SEC. 4. LIMIT ON FEDERAL FINANCIAL ASSISTANCE AFTER 3
5656 CERTAIN INJUNCTIONS. 4
5757 Section 603 of the Civil Rights Act of 1964 (42 5
5858 U.S.C. 2000d–2) is amended— 6
5959 (1) in the first sentence, by striking ‘‘Any’’ and 7
6060 inserting ‘‘(a) Any’’; and 8
6161 (2) by adding at the end the following: 9
6262 ‘‘(b) If a court issues an injunction in a case, for a 10
6363 claim in which a recipient of Federal financial assistance 11
6464 for a program or activity is alleged to be in violation of 12
6565 this title— 13
6666 ‘‘(1) the Federal department or agency empow-14
6767 ered to extend the Federal financial assistance shall 15
6868 not provide any Federal financial assistance to the 16
6969 recipient until the earlier of— 17
7070 ‘‘(A) the date on which the court certifies 18
7171 that the recipient is in compliance with the in-19
7272 junction; or 20
7373 ‘‘(B) the date that is 1 year after the date 21
7474 of issuance of the injunction; 22
7575 ‘‘(2) the Federal department or agency shall 23
7676 notify the other Federal departments and agencies 24
7777 covered by this title of the injunction; and 25
