2929 This Act may be cited as the ‘‘Stop California from 4
3030 Advancing Regulatory Burden Act of 2025’’ or the ‘‘Stop 5
3131 CARB Act of 2025’’. 6

3535 SEC. 2. REPEAL OF WAIVERS OF STATE STANDARDS. 1

3737 NGENERAL.—Section 209 of the Clean Air Act 2
3838 (42 U.S.C. 7543) is amended— 3
3939 (1) by striking subsection (b); 4
4040 (2) in subsection (c), by striking the last sen-5
4141 tence; 6
4242 (3) by redesignating subsections (c) and (d) as 7
4343 subsections (b) and (c), respectively; and 8
4444 (4) by striking subsection (e) and inserting the 9
4545 following: 10

4747 ROHIBITION ON STATESTANDARDS FOR 11

4949 ONROADENGINES ORVEHICLES.—No State or any po-12
5050 litical subdivision thereof shall adopt or attempt to enforce 13
5151 any standard or other requirement that directly or indi-14
5252 rectly relates to the control of emissions from nonroad en-15
5353 gines or nonroad vehicles, including the following new 16
5454 nonroad engines or nonroad vehicles subject to regulation 17
5555 under this Act: 18
5656 ‘‘(1) New engines that are used in construction 19
5757 equipment, construction vehicles, farm equipment, or 20
5858 farm vehicles. 21
5959 ‘‘(2) New locomotives or new engines used in lo-22
6060 comotives.’’. 23

6262 FFECT.—Notwithstanding any other provision 24
6363 of law, as of the date of enactment of this Act— 25

6868 section 209 of the Clean Air Act (42 U.S.C. 7543) 2
6969 (as in effect on the day before the date of enactment 3
7070 of this Act) before the date of enactment of this Act 4

7272 (2) any application for a waiver under that sub-6
7373 section (as in effect on the day before the date of 7
7474 enactment of this Act) pending before the Adminis-8
7575 trator of the Environmental Protection Agency on 9
7676 the date of enactment of this Act shall be considered 10
7777 denied. 11

7979 ONFORMINGAMENDMENTS.— 12
8080 (1) Section 202(i)(2)(A) of the Clean Air Act 13
8181 (42 U.S.C. 7521(i)(2)(A)) is amended, in the matter 14
8282 preceding clause (i), in the first sentence, by striking 15
8383 ‘‘, taking into consideration the waiver provisions of 16
8484 section 209(b)’’. 17
8585 (2) Section 211 of the Clean Air Act (42 U.S.C. 18
8686 7545) is amended— 19
8787 (A) in subsection (c)(4)— 20
8888 (i) in subparagraph (A), in the matter 21
8989 preceding clause (i), by striking ‘‘or (C)’’; 22
9090 (ii) by striking subparagraph (B); and 23
9191 (iii) by redesignating subparagraph 24

116116 (5) Section 243 of the Clean Air Act (42 U.S.C. 21
117117 7583) is amended by striking subsections (e), (f), 22
