15	15	To provide for a study on the accessibility of substance
16	16	use disorder treatment and mental health care providers
17	17	and services for farmers and ranchers, and for other
18	18	purposes.
19	19	Be it enacted by the Senate and House of Representa-1
20	20	tives of the United States of America in Congress assembled, 2
21	21	SECTION 1. SHORT TITLE. 3
22	22	This Act may be cited as the ‘‘Agricultural Access 4
23	23	to Substance Use Disorder Treatment and Mental Health 5
24	24	Care Act of 2025’’. 6

33	33	NGENERAL.—Not later than 2 years after the 5
34	34	date of enactment of this Act, the Comptroller General 6
35	35	of the United States shall— 7
36	36	(1) conduct a study on the accessibility of sub-8
37	37	stance use disorder treatment and mental health 9
38	38	care providers and services for farmers and ranch-10
39	39	ers; and 11
40	40	(2) submit a report containing the results of 12
41	41	the study conducted under paragraph (1) to— 13
42	42	(A) the Secretary of Agriculture; 14
43	43	(B) the Secretary of Health and Human 15
44	44	Services; 16
45	45	(C) the Committee on Agriculture, Nutri-17
46	46	tion, and Forestry of the Senate; 18
47	47	(D) the Committee on Health, Education, 19
48	48	Labor, and Pensions of the Senate; 20
49	49	(E) the Committee on Finance of the Sen-21
50	50	ate; 22
51	51	(F) the Committee on Agriculture of the 23
52	52	House of Representatives; 24
53	53	(G) the Committee on Energy and Com-25
54	54	merce of the House of Representatives; and 26

62	62	under subsection (a) shall include an examination of the 4
63	63	following topics: 5
64	64	(1) The availability and accessibility in rural 6
65	65	areas of substance use disorder treatment and men-7
66	66	tal health care providers and services that are 8
67	67	trained and dedicated to serve the needs of farmers, 9
68	68	ranchers, agricultural workers, and their family 10
69	69	members. 11
70	70	(2) Barriers and challenges faced by farmers 12
71	71	and ranchers in accessing substance use disorder 13
72	72	treatment and mental health care and health and 14
73	73	wellness resources, including financial, geographic, 15
74	74	and cultural barriers. 16
75	75	(3) Identification of best practices and success-17
76	76	ful programs at the State and local levels that can 18
77	77	be replicated at the Federal level to address sub-19
78	78	stance use disorder treatment and mental health 20
79	79	care needs in agricultural communities, including the 21
80	80	following: 22
81	81	(A) Hiring and training of substance use 23
82	82	disorder treatment and mental health care pro-24

93	93	paraprofessionals and coaches to offer peer-to- 8
94	94	peer support programming. 9
95	95	(D) Researching effective curricula for 10
96	96	youth and young adults to be offered in rural 11

98	98	(E) Expanding telehealth and telemedicine 13
99	99	services to improve access to care in rural 14

102	102	programs to reduce stigma and increase aware-17
103	103	ness of mental health issues among farmers and 18
