Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Restoring Law and 4 Order Act of 2025’’. 5 SEC. 2. ELIGIBLE ENTITY DEFINED. 2 ‘‘In this part, the term ‘eligible entity’ means an 3 agency of a State, unit of local government, or Indian 4 Tribe that is authorized by law or by an agency of a State, 5 unit of local government, or Indian Tribe to engage in or 6 supervise the prevention, detection, investigation, or pros-7 ecution of any violation of criminal law. 8 ‘‘SEC. 3062. ESTABLISHMENT OF MAKE AMERICA SAFE 9 AGAIN GRANT PROGRAM. 10 ‘‘(a) I NGENERAL.—The Attorney General shall 11 award grants to eligible entities to— 12 ‘‘(1) hire and retain law enforcement officers, 13 including by awarding bonuses to law enforcement 14 officers; 15 ‘‘(2) target, combat, and prosecute vehicle 16 thefts, including carjackings; 17 ‘‘(3) prevent violent crime by prioritizing strin-18 gent sentences for repeat offenders, including juve-19 nile offenders; 20 ‘‘(4) use public safety tools such as bail and 21 pretrial detention to prevent dangerous offenders 22 from returning to communities; 23 ‘‘(5) acquire resources to better target drug and 24 fentanyl crimes; 25 VerDate Sep 11 2014 01:58 Mar 28, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1079.IS S1079 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •S 1079 IS ‘‘(6) detain and deport illegal aliens who have 1 committed criminal offenses in the United States; 2 ‘‘(7) eliminate investigatory backlogs and more 3 quickly process criminal evidence; and 4 ‘‘(8) combat interstate child trafficking. 5 ‘‘(b) A PPLICATIONS.—An eligible entity seeking a 6 grant under this section shall submit to the Attorney Gen-7 eral an application at such time and in such form as the 8 Attorney General may require. 9 ‘‘SEC. 3063. ADMINISTRATIVE PROVISIONS. 10 ‘‘(a) R EGULATIONS.—The Attorney General may pro-11 mulgate guidelines, regulations, and procedures to carry 12 out this part, including guidelines, regulations, and proce-13 dures relating to the submission and review of applications 14 for grants under this part. 15 ‘‘(b) A CCOUNTABILITY.— 16 ‘‘(1) R ECORDS.—An eligible entity that receives 17 a grant under this part shall maintain such records 18 as the Attorney General may require to facilitate an 19 effective audit relating to the receipt of the grant, 20 the use of amounts from the grant, or outsourcing 21 activities. 22 ‘‘(2) A CCESS.—For the purpose of conducting 23 audits and examinations, the Attorney General shall 24 have access to any book, document, or record of an 25 VerDate Sep 11 2014 01:58 Mar 28, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1079.IS S1079 kjohnson on DSK7ZCZBW3PROD with $$_JOB 4 •S 1079 IS eligible entity that receives a grant under this part, 1 a State or unit of local government within which the 2 eligible entity operates, and any entity to which the 3 eligible entity outsources work using amounts from 4 the grant if the Attorney General determines that 5 the book, document, or record relates to— 6 ‘‘(A) the receipt of the grant; or 7 ‘‘(B) the use of amounts from the grant. 8 ‘‘SEC. 3064. APPROPRIATIONS; FUNDING. 9 ‘‘(a) R ESCISSION.—Effective on the date of enact-10 ment of the Restoring Law and Order Act of 2025, any 11 unobligated balances made available under section 12 10301(1)(A)(ii) of the Act titled ‘An Act to provide for 13 reconciliation pursuant to title II of S. Con.
