17	17	To require the Administrator of the National Aeronautics
18	18	and Space Administration to submit certain reports to
19	19	the Committee on Commerce, Science, and Transpor-
20	20	tation of the Senate and the Committee on Science,
21	21	Space, and Technology of the House of Representatives,
22	22	and for other purposes.
23	23	Be it enacted by the Senate and House of Representa-1
24	24	tives of the United States of America in Congress assembled, 2
25	25	SECTION 1. SHORT TITLE. 3
26	26	This Act may be cited as the ‘‘Comprehensive NASA 4
27	27	Reporting Act of 2025’’. 5

31	31	SEC. 2. DEFINITIONS. 1
32	32	In this Act: 2
33	33	(1) A
34	34	DMINISTRATOR.—The term ‘‘Adminis-3
35	35	trator’’ means the Administrator of the National 4
36	36	Aeronautics and Space Administration. 5
37	37	(2) NASA.—The term ‘‘NASA’’ means the Na-6
38	38	tional Aeronautics and Space Administration. 7
39	39	SEC. 3. REPORTS TO CONGRESS. 8

41	41	ONGRESSIONALREPORTS ANDNOTICES.—Any 9
42	42	report or notice provided to Congress by NASA shall be 10
43	43	provided to the Committee on Commerce, Science, and 11
44	44	Transportation of the Senate and the Committee on 12
45	45	Science, Space, and Technology of the House of Rep-13
46	46	resentatives, concurrently with its delivery to any other 14
47	47	committee or office. 15

49	49	RIVILEGEDREPORTS AND REPROGRAMMING 16

51	51	EQUESTS.—Nonpublic reports, including privileged re-17
52	52	ports, reprogramming requests, and spend plans provided 18
53	53	to the Committee on Commerce, Science, and Transpor-19
54	54	tation of the Senate and the Committee on Science, Space, 20
55	55	and Technology of the House of Representatives pursuant 21
56	56	to subsection (a) shall be treated as confidential committee 22
57	57	documents and shall not to be disclosed publicly. 23

59	59	EPORTS ONINTERNATIONALAGREEMENTS.—If 24
60	60	the United States becomes a signatory to an international 25
61	61	agreement or nonbinding instrument concerning activities 26

65	65	in outer space involving NASA, the Administrator shall, 1
66	66	not later than 15 days after the date on which the United 2
67	67	States becomes a signatory, submit to the Committee on 3
68	68	Commerce, Science, and Transportation and the Com-4
69	69	mittee on Foreign Relations of the Senate and the Com-5
70	70	mittee on Science, Space, and Technology and the Com-6
71	71	mittee on Foreign Affairs of the House of Representatives 7
72	72	a report containing a copy of such agreement or instru-8
73	73	ment. 9
