328328 within the vicinity of a site administered by the National 18
329329 Park Service, the United States Fish and Wildlife Service, 19
330330 or the Forest Service to a field unit which the individual 20
331331 would report to work into any position at or below grade 21
332332 GS–9 of the General Schedule, WG–15 of the Federal 22
333333 Wage System, or equivalent within the applicable field 23
334334 unit. 24

336336 EQUIREMENTS.—An appointment by the Sec-25
337337 retary under subsection (a) shall be considered compliant 26

355355 NGENERAL.—Notwithstanding any other provi-13
356356 sion of law, for purposes of determining the noncompeti-14
357357 tive rehire eligibility of temporary seasonal employees of 15
358358 the National Park Service— 16
359359 (1) the Secretary shall establish a definition of 17
360360 what constitutes a major subdivision of the National 18
361361 Park Service; and 19
362362 (2) any requirement that a position be in the 20
363363 same local commuting area shall not apply. 21

365365 ERMINATION OF AUTHORITY.—The authority 22
366366 provided under subsection (a) shall terminate on Sep-23
367367 tember 30, 2030. 24

375375 Not later than 18 months after the date of enactment 5
376376 of this Act, the Secretary and the Secretary of Agriculture 6
377377 shall jointly submit to the appropriate committees of Con-7
378378 gress a needs assessment report that provides, with re-8
379379 spect to housing the workforce of covered agencies, as ap-9
380380 plicable— 10
381381 (1) an analysis of the unit type and condition 11
382382 of— 12
383383 (A) housing owned by the covered agencies; 13
384384 and 14
385385 (B) housing leased by the covered agencies; 15
386386 (2) an analysis of the employment status of the 16
387387 occupants of the housing analyzed under paragraph 17
388388 (1), including— 18
389389 (A) whether the occupants are— 19
390390 (i) members of the permanent work-20
391391 force; or 21
392392 (ii) members of the seasonal work-22
393393 force; and 23
394394 (B) which positions identified under sub-24
395395 paragraph (A) required housing provided by the 25

402402 within the vicinity of a covered agency field unit, in-4
403403 cluding— 5
404404 (A) the availability and affordability of 6
405405 housing for sale or lease; and 7
406406 (B) the impact of vacation rental services 8
407407 on— 9
408408 (i) the cost of living; and 10
409409 (ii) the available supply of housing. 11
410410 SEC. 402. CONDUCTING OVERSIGHT ON THE HOUSING PRO-12
411411 GRAMMING OF LAND MANAGERS. 13
412412 (a) R
413413 EPORT TO CONGRESS.—Not later than 18 14
414414 months after the date of enactment of this Act, the Comp-15
415415 troller General of the United States shall submit to the 16
416416 appropriate committees of Congress a report that— 17
417417 (1) assesses, in consultation with the National 18
418418 Housing Council described in Office of Management 19
419419 and Budget Circular A–45, the effect of Office of 20
420420 Management and Budget Circular A–45R on the 21
421421 housing of the workforce of covered agencies; 22
422422 (2) assesses the effect of Office of Management 23
423423 and Budget Circular A–11 on the housing of the 24
424424 workforce of covered agencies; 25
