To amend the Immigration and Nationality Act to prohibit
the admission of Chinese nationals as nonimmigrant stu-
dents, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Stop Chinese Com-4
munist Prying by Vindicating Intellectual Safeguards in 5
Academia Act of 2025’’ or the ‘‘Stop CCP VISAs Act of 6
2025’’. 7

SEC. 2. PROHIBITION ON ADMISSION OF CHINESE NATION-1
ALS AS NONIMMIGRANT STUDENTS. 2
Section 214 of the Immigration and Nationality Act 3
(8 U.S.C. 1184) is amended by adding at the end the fol-4
lowing: 5
‘‘(s) P
ROHIBITION ONADMISSION OFCHINESENA-6
TIONALS ASNONIMMIGRANTSTUDENTS.—An alien who 7
is a national of the People’s Republic of China may not 8
be issued a visa or otherwise provided status as a non-9
immigrant under section 101(a)(15)(F), (J), or (M), for 10
the purpose of conducting research or pursuing a course 11
of study.’’. 12
