Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Mass Timber Federal 4 Buildings Act of 2025’’. 5 SEC. 2. MADE IN AMERICA MASS TIMBER. 6 (a) D EFINITIONS.—In this section: 7 VerDate Sep 11 2014 00:08 Mar 29, 2025 Jkt 059200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S1094.IS S1094 ssavage on LAPJG3WLY3PROD with BILLS 2 •S 1094 IS (1) ADMINISTRATOR.—The term ‘‘Adminis-1 trator’’ means the Administrator of General Serv-2 ices. 3 (2) I NNOVATIVE WOOD PRODUCT .—The term 4 ‘‘innovative wood product’’ has the meaning given 5 the term in section 8641 of the Agriculture Improve-6 ment Act of 2018 (7 U.S.C. 7655c note; Public Law 7 115–334). 8 (3) I NNOVATIVE WOOD PRODUCT FACILITY .— 9 The term ‘‘innovative wood product facility’’ has the 10 meaning given the term in section 9013(a) of the 11 Farm Security and Rural Investment Act of 2002 (7 12 U.S.C. 8113(a)). 13 (4) M ASS TIMBER.—The term ‘‘mass timber’’ 14 has the meaning given the term in section 8641 of 15 the Agriculture Improvement Act of 2018 (7 U.S.C. 16 7655c note; Public Law 115–334). 17 (5) P UBLIC BUILDING.— 18 (A) I N GENERAL.—Except as provided in 19 subparagraph (B), the term ‘‘public building’’ 20 has the meaning given the term in section 21 3301(a) of title 40, United States Code. 22 (B) I NCLUSION.—The term ‘‘public build-23 ing’’ includes a military installation (as defined 24 VerDate Sep 11 2014 00:08 Mar 29, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1094.IS S1094 ssavage on LAPJG3WLY3PROD with BILLS 3 •S 1094 IS in section 2801(c) of title 10, United States 1 Code). 2 (6) R ESTORATION PRACTICES .—The term ‘‘res-3 toration practices’’ means forest management prac-4 tices based on forest type that re-establish or en-5 hance ecosystem functions by— 6 (A) modifying or managing the composi-7 tion, structure, and spatial arrangement of for-8 est components for complexity and diversity; 9 and 10 (B) establishing or re-establishing proc-11 esses necessary to make forest and connected 12 aquatic ecosystems ecologically functional, resil-13 ient to disturbance, or adaptive. 14 (7) S ECRETARY.—The term ‘‘Secretary’’ means 15 the Secretary of Defense. 16 (b) M ADE INAMERICAMASSTIMBERPUBLIC 17 B UILDINGSCONTRACTINGPREFERENCE.— 18 (1) C ONTRACTING PREFERENCE .— 19 (A) I N GENERAL.—In entering into a con-20 tract for the construction, alteration, acquisi-21 tion, or lease of a public building, the Adminis-22 trator or the Secretary, as applicable, shall give 23 priority to public buildings that use, to the 24 maximum extent achievable as determined by 25 VerDate Sep 11 2014 00:08 Mar 29, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1094.IS S1094 ssavage on LAPJG3WLY3PROD with BILLS 4 •S 1094 IS the Administrator or the Secretary, as applica-1 ble, innovative wood products in the construc-2 tion of those buildings that are— 3 (i) procured from an innovative wood 4 product facility located within the United 5 States; and 6 (ii) harvested from forestlands located 7 within the United States, consistent with 8 responsible sources. 9 (B) R ESPONSIBLE SOURCES .—For pur-10 poses of subparagraph (A)(ii), innovative wood 11 products produced from responsible sources 12 are— 13 (i) produced according to an inde-14 pendently certified procurement standard; 15 or 16 (ii) from jurisdictions with regulatory 17 or quasi-regulatory programs to implement 18 best management practices, including from 19 Federal, State, and Tribal land. 20 (2) C ONTRACTS AND PRIORITY .— 21 (A) I N GENERAL.—In procuring innovative 22 wood products for purposes of carrying out the 23 requirements of paragraph (1), the Adminis-24 trator or the Secretary, as applicable, shall— 25 VerDate Sep 11 2014 00:08 Mar 29, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S1094.IS S1094 ssavage on LAPJG3WLY3PROD with BILLS 5 •S 1094 IS (i) consider appropriate contracting 1 options; and 2 (ii) give preference to innovative wood 3 products that are sourced from— 4 (I) restoration practices; 5 (II) forest management actions 6 designed to protect communities and 7 critical infrastructure against cata-8 strophic wildfire; or 9 (III) underserved forest owners, 10 as determined by the Secretary of Ag-11 riculture, including Tribally owned 12 forests and small family forests. 13 (B) D OCUMENTATION REQUIRED .—For 14 purposing of verifying that an innovative wood 15 product is sourced in accordance with subclause 16 (I), (II), or (III) of subparagraph (A)(ii), the 17 Administrator or the Secretary, as applicable, 18 shall seek appropriate documentation. 19 (3) L IFECYCLE ASSESSMENT ;
