2121 This Act may be cited as the ‘‘Opioid Overdose Data 4
2222 Collection Enhancement Act’’. 5
2323 SEC. 2. PURPOSE. 6
2424 The purpose of this Act is to expand the adoption 7
2525 and implementation of, and provide interoperability of, 8
2626 data collection tools used to track fatal and nonfatal 9

3333 SEC. 3. COMPREHENSIVE OPIOID ABUSE GRANT PROGRAM. 4
3434 Section 3021 of title I of the Omnibus Crime Control 5
3535 and Safe Streets Act of 1968 (34 U.S.C. 10701) is amend-6

3737 (1) in subsection (a)(1)— 8
3838 (A) in subparagraph (G), by striking ‘‘; 9
3939 and’’ at the end; 10
4040 (B) in subparagraph (H), by striking the 11
4141 period at the end and inserting ‘‘; and’’; and 12
4242 (C) by adding at the end the following: 13
4343 ‘‘(I) an overdose data collection program 14
4444 described in subsection (g)(1).’’; and 15

4949 N GENERAL.—An overdose data collection 18
5050 program described in this paragraph is a program 19
5151 under which a State, unit of local government, coali-20
5252 tion of law enforcement agencies, or Indian tribe de-21
5353 velops and implements a data collection tool, includ-22
5454 ing mobile data mapping applications, with which 23
5555 the State, unit of local government, coalition of law 24

5959 enforcement agencies, or Indian tribe can easily and 1
6060 quickly track the locations of— 2
6161 ‘‘(A) suspected fatal and nonfatal 3
6262 overdoses; and 4
6363 ‘‘(B) the administration of opioid overdose 5
6464 reversal medication by first responders, includ-6
6565 ing law enforcement officers, firefighters, and 7
6666 emergency medical service technicians. 8

6868 LIGIBILITY OF COALITIONS.— 9
6969 ‘‘(A) I
7070 N GENERAL.—Notwithstanding sub-10
7171 section (a)(1), a coalition of law enforcement 11
7272 agencies shall be eligible to receive a grant 12
7373 under subsection (a) only for the purpose of im-13
7474 plementing an overdose data collection program 14
7575 described in paragraph (1) of this subsection. 15
7676 ‘‘(B) R
7777 EQUIREMENTS.—A coalition of law 16
7878 enforcement agencies seeking a grant under 17
7979 subsection (a) to implement an overdose data 18
8080 collection program described in paragraph (1) 19
8181 of this subsection shall be subject to the same 20
8282 requirements and authorizations to which a 21
8383 States, units of local government, and Indian 22
8484 tribes are subject under this section, including 23
8585 the requirement to submit an application under 24
8686 section 3022. 25

9090 ‘‘(3) REQUIREMENTS.—A State, unit of local 1
9191 government, coalition of law enforcement agencies, 2
9292 or Indian tribe implementing an overdose data col-3
9393 lection program described in paragraph (1) shall— 4
9494 ‘‘(A) support the development of coordi-5
9595 nated public safety, behavioral health, and pub-6
9696 lic health responses to the data collected by the 7
9797 tool described in paragraph (1); 8
9898 ‘‘(B) focus on areas in which fatal and 9
9999 nonfatal overdoses occur and trends of concern; 10
100100 ‘‘(C) provide for interoperability with exist-11
101101 ing Federal, State, local, and Tribal overdose 12
102102 data collection tools and overdose data collec-13
103103 tion tools of coalitions of law enforcement agen-14
104104 cies; and 15
105105 ‘‘(D) make data collected through the pro-16
106106 gram available to Federal, State, Tribal, and 17
107107 territorial governments and coalitions of law en-18
108108 forcement agencies. 19
109109 ‘‘(4) A
110110 UDIT; APPLICATION.—A State, unit of 20
111111 local government, coalition of law enforcement agen-21
112112 cies, or Indian tribe seeking to use a grant received 22
113113 under subsection (a) for a program described in 23
114114 paragraph (1) of this subsection shall— 24

119119 and resources; and 2
120120 ‘‘(B) in order to avoid duplication, submit 3
121121 the audit conducted under subparagraph (A) as 4
122122 a part of the application for the grant of the 5
123123 State, unit of local government, coalition of law 6
124124 enforcement agencies, or Indian tribe. 7

126126 ONSULTATION.—In carrying out this sub-8
127127 section, the Attorney General shall consult with the 9
128128 heads of agencies that maintain overdose data collec-10
129129 tion tools, including the Director of the Office of Na-11
130130 tional Drug Control Policy.’’. 12
