LIMITATION ON AUTHORITY OF DISTRICT COURTS 1 OF THE UNITED STATES TO PROVIDE IN-2 JUNCTIVE RELIEF. 3 (a) I NGENERAL.—Chapter 85 of title 28, United 4 States Code, is amended by adding at the end the fol-5 lowing: 6 ‘‘§ 1370. Limitation on authority to provide injunctive 7 relief 8 ‘‘Notwithstanding any other provision of law, a dis-9 trict court shall not issue any order providing for injunc-10 tive relief, unless the order is applicable only to— 11 ‘‘(1) a party to the case before the district 12 court; or 13 ‘‘(2) the judicial district of the district court.’’. 14 (b) T ABLE OFSECTIONS.—The table of sections for 15 chapter 85 of title 28, United States Code, is amended 16 by adding at the end the following: 17 ‘‘1370.
