2020 This Act may be cited as the ‘‘Making Access To 4
2121 Cleanup Happen Act of 2025’’ or the ‘‘MATCH Act of 5

2727 Section 403 of the Agricultural Credit Act of 1978 2
2828 (16 U.S.C. 2203) is amended by adding at the end the 3

3131 REAGREEMENT COSTS.— 5
3232 ‘‘(1) D
3333 EFINITION OF SPONSOR .—In this sub-6
3434 section, the term ‘sponsor’ means— 7
3535 ‘‘(A) a State or local government; and 8
3636 ‘‘(B) an Indian Tribe (as defined in section 9
3737 4 of the Indian Self-Determination and Edu-10
3838 cation Assistance Act (25 U.S.C. 5304)). 11

4040 REAGREEMENT PROJECT COSTS .—Not 12
4141 later than 180 days after the date of enactment of 13
4242 this subsection, the Secretary shall— 14
4343 ‘‘(A) identify a list of emergency watershed 15
4444 protection measures the cost of which may be 16
4545 incurred by a sponsor prior to entering into an 17
4646 agreement with the Secretary under this sec-18
4747 tion; and 19
4848 ‘‘(B) develop a procedure, including appro-20
4949 priate deadlines, to be implemented at the State 21
5050 level, through which a sponsor may request, for 22
5151 a specified natural disaster, additional emer-23
5252 gency watershed protection measures the cost of 24
5353 which may be incurred by a sponsor prior to en-25

6060 GREEMENT CONTRIBUTION .—If the Sec-3
6161 retary and a sponsor enter into an agreement under 4
6262 this section, the Secretary shall consider any appli-5
6363 cable preagreement costs incurred by the sponsor for 6
6464 undertaking emergency watershed protection meas-7
6565 ures identified under paragraph (2) as meeting part 8
6666 of the contribution of the sponsor toward the cost of 9
6767 the project. 10
6868 ‘‘(4) A
6969 SSUMPTION OF RISK .—A sponsor that 11
7070 undertakes emergency watershed protection meas-12
7171 ures prior to entering into an agreement with the 13
7272 Secretary under this section shall assume the risk of 14
7373 incurring any cost of undertaking those measures. 15
7474 ‘‘(5) E
7575 FFECT.—Nothing in this subsection re-16
7676 quires the Secretary to enter into an agreement with 17
7777 a sponsor.’’. 18
