1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘Leveraging Artificial 4
2020 Intelligence to Streamline the Code of Federal Regulations 5
2121 Act of 2025’’. 6
2222 SEC. 2. DEFINITIONS. 7

2727 (1) AGENCY.—The term ‘‘agency’’ has the 1
2828 meaning given that term in section 551 of title 5, 2

3131 RTIFICIAL INTELLIGENCE SYSTEM .—The 4
3232 term ‘‘artificial intelligence system’’ means a ma-5
3333 chine-based system that, for an explicit or implicit 6
3434 objective, infers how to generate outputs, such as 7
3535 predictions, content, recommendations, or decisions 8
3636 that can influence physical or virtual environments, 9
3737 from the input the system receives. 10

3939 EDUNDANT.—The term ‘‘redundant’’ 11
4040 means a regulation that duplicates, overlaps with, or 12
4141 serves the same purpose as another regulation, such 13
4242 that the elimination of the regulation would not re-14
4343 sult in a loss of essential information or regulatory 15
4444 function. 16

4646 EGULATION.—The term ‘‘regulation’’ has 17
4747 the meaning given the term ‘‘rule’’ in section 551 of 18
4848 title 5, United States Code. 19

5050 UTDATED.—The term ‘‘outdated’’ means a 20
5151 regulation that has been superseded by more recent 21
5252 legislation, technological advances, or regulatory de-22
5353 velopments, rendering the regulation inapplicable or 23
5454 unenforceable. 24

6161 NGENERAL.—Not later than 90 days after the 3
6262 date of enactment of this Act, and annually thereafter, 4
6363 the Director of the Office of Management and Budget, in 5
6464 consultation with the National Institute of Standards and 6
6565 Technology, shall implement a process for identifying re-7
6666 dundant or outdated regulations in the Code of Federal 8
6767 Regulations using an artificial intelligence system. 9
6868 (b) A
6969 RTIFICIALINTELLIGENCESYSTEM.—The proc-10
7070 ess established under subsection (a) shall employ an artifi-11
7171 cial intelligence system that meets strict standards, as set 12
7272 out by the National Institute of Standards and Tech-13
7373 nology, for accuracy, transparency, accountability, and na-14
7474 tional security risk. 15

7676 EVIEW OFPROCESS ANDARTIFICIALINTEL-16
7777 LIGENCESYSTEM.—Not less frequently than once per fis-17
7878 cal year, the Director of the Office of Management and 18
7979 Budget, in coordination with the head of the National In-19
8080 stitute of Standards and Technology, shall review and, as 20
8181 appropriate, revise the process established under sub-21
8282 section (a) to ensure that— 22
8383 (1) the process is functioning properly and effi-23
8484 ciently; and 24

8989 involved in such process still meets the criteria 2

9292 EVIEW OFREGULATIONS.— 4
9393 (1) R
9494 EFERRAL AND REVIEW .—A regulation 5
9595 that is identified as redundant or outdated using the 6
9696 process established under subsection (a) shall be im-7
9797 mediately referred to the agency responsible for pro-8
9898 mulgating the regulation for review by that agency. 9

100100 ETERMINATION.— 10
101101 (A) I
102102 N GENERAL.—Not later than 30 days 11
103103 after a regulation is referred to an agency 12
104104 under paragraph (1), personnel at that agency 13
105105 shall make a determination as to whether the 14
106106 regulation is outdated or redundant. 15

108108 INALITY OF DETERMINATION .—Any 16
109109 determination made under subparagraph (A) 17
110110 shall be final. 18

112112 ESCISSION OFREGULATIONS.—Not later than 19
113113 30 days after the date on which a regulation has been 20
114114 determined to be redundant under subsection (d), the 21
115115 agency that promulgated the regulation shall rescind or 22
116116 remove such regulation from the Code of Federal Regula-23
117117 tions, notwithstanding the requirements under subchapter 24
118118 II of chapter 5 of title 5, United States Code. 25

122122 (f) AMENDMENT OF REGULATIONS.—Not later than 1
123123 30 days after the date on which a regulation has been 2
124124 determined to be outdated under subsection (d), the agen-3
125125 cy that promulgated the regulation shall— 4
126126 (1) amend the regulation, notwithstanding the 5
127127 requirements under subchapter II of chapter 5 of 6
128128 title 5, United States Code, for the purposes of 7
129129 bringing the outdated substance up to date; or 8
130130 (2) rescind or remove such regulation from the 9
131131 Code of Federal Regulations, notwithstanding the 10
132132 requirements under subchapter II of chapter 5 of 11
133133 title 5, United States Code. 12

135135 RITTENDETERMINATION.— 13

137137 N GENERAL.—Any determination made 14
138138 under subsection (d) shall be immediately published 15
139139 on the website of the relevant agency, including a 16
140140 brief written explanation of the determination, which 17
141141 shall be made publicly available. 18

143143 LASSIFIED ANNEX.—The head of the 19
144144 agency may, as necessary, submit a classified annex 20
145145 to Congress to supplement the explanation published 21
146146 under subsection (g). 22

152152 Section 553(b) of title 5, United States Code, is 3
153153 amended in the flush text at the end— 4
154154 (1) in subparagraph (A), by striking ‘‘or’’ at 5
155155 the end; 6
156156 (2) in subparagraph (B), by striking the period 7
157157 at the end and inserting ‘‘; or’’; and 8
158158 (3) by adding at the end the following: 9
159159 ‘‘(C) a regulation determined to be redundant 10
160160 or outdated as part of the annual review of the Code 11
161161 of Federal Regulations under the Leveraging Artifi-12
162162 cial Intelligence to Streamline the Code of Federal 13
163163 Regulations Act of 2025.’’. 14
