A BILL 
To establish a program to increase drinking water and waste-
water system threat preparedness and resilience, and for 
other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Water Intelligence, Se-4
curity, and Cyber Threat Protection Act of 2025’’. 5
SEC. 2. PROGRAM ESTABLISHMENT. 6
(a) D
EFINITIONS.—In this section: 7
(1) C
OMMUNITY WATER SYSTEM .—The term 8
‘‘community water system’’ has the meaning given 9

the term in section 1401 of the Safe Drinking Water 1
Act (42 U.S.C. 300f). 2
(2) N
ATURAL HAZARD .—The term ‘‘natural 3
hazard’’ has the meaning given the term in section 4
1433(h) of the Safe Drinking Water Act (42 U.S.C. 5
300i–2(h)). 6
(3) T
REATMENT WORKS .—The term ‘‘treatment 7
works’’ has the meaning given the term in section 8
212 of the Federal Water Pollution Control Act (33 9
U.S.C. 1292). 10
(4) W
ATER INFORMATION SHARING AND ANAL -11
YSIS CENTER.—The term ‘‘Water Information Shar-12
ing and Analysis Center’’ means the Information 13
Sharing and Analysis Center referenced in section 14
1435(d) of the Safe Drinking Water Act (42 U.S.C. 15
300i–4(d)). 16
(b) E
STABLISHMENT.—Not later than 1 year after 17
the date of enactment of this Act, the Administrator of 18
the Environmental Protection Agency shall develop and 19
carry out a program— 20
(1) to encourage, support, and maintain the 21
participation of community water systems, treatment 22
works, and other appropriate entities in the Water 23
Information Sharing and Analysis Center; 24

(2) to offset costs incurred by community water 1
systems and treatment works that are necessary to 2
maintain or initiate membership in the Water Infor-3
mation Sharing and Analysis Center; 4
(3) to expand the cooperation and coordination 5
of the Environmental Protection Agency with the 6
Water Information Sharing and Analysis Center 7
with respect to incident data collection and analysis 8
of water sector-related threats; and 9
(4) to enhance the tools, resources, and mate-10
rials of the Water Information Sharing and Analysis 11
Center for— 12
(A) monitoring the status of the water sec-13
tor; and 14
(B) enhancing the preparedness of commu-15
nity water systems and publicly owned treat-16
ment works to identify, protect against, detect, 17
respond to, and recover from malevolent acts 18
(within the meaning of section 1433 of the Safe 19
Drinking Water Act (42 U.S.C. 300i–2)) or 20
natural hazards. 21
(c) A
UTHORIZATION OF APPROPRIATIONS.—There is 22
authorized to be appropriated to carry out this section 23

$10,000,000 for each of fiscal years 2026 and 2027, to 1
remain available until expended. 2
