To amend the Older Americans Act of 1965 to include peer supports as
a supportive service within the National Family Caregiver Support Pro-
gram, to require States to consider the unique needs of caregivers whose
families have been impacted by substance use disorder, including opioid
use disorder, in providing services under such program, and for other
purposes.

To amend the Older Americans Act of 1965 to include peer
supports as a supportive service within the National
Family Caregiver Support Program, to require States
to consider the unique needs of caregivers whose families
have been impacted by substance use disorder, including
opioid use disorder, in providing services under such
program, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Families Care Act’’. 4

Section 373 of the Older Americans Act of 1965 (42 3
U.S.C. 3030s–1) is amended— 4
(1) in subsection (b)(3), by inserting ‘‘peer sup-5
ports,’’ after ‘‘individual counseling,’’; 6
(2) in subsection (c)— 7
(A) in the subsection heading, by striking 8
‘‘P
RIORITY’’ and inserting ‘‘PRIORITY; CONSID-9
ERATION’’; and 10
(B) by adding at the end the following: 11
‘‘(3) C
ONSIDERATION.—In providing services 12
under this part, the State shall consider the cir-13
cumstances and unique needs of different types of 14
caregivers, including the needs of children and their 15
older relative caregivers whose families have been af-16
fected by substance use disorder, including opioid 17
use disorder.’’; and 18
(3) in subsection (e)— 19
(A) in the matter preceding paragraph (1), 20
by striking ‘‘Not later than’’ and all that fol-21
lows through ‘‘the Assistant Secretary shall’’ 22
and inserting ‘‘The Assistant Secretary shall, 23
on a regular basis’’; and 24
