14	14	To establish clear and consistent biological definitions of
15	15	male and female.
16	16	Be it enacted by the Senate and House of Representa-1
17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘Defining Male and Fe-4
20	20	male Act of 2025’’. 5
21	21	SEC. 2. DEFINITION OF ‘‘SEX’’, ‘‘MALE’’, ‘‘FEMALE’’, AND RE-6
22	22	LATED TERMS. 7
23	23	Chapter 1 of title 1, United States Code, is amended 8
24	24	by adding at the end the following: 9

28	28	‘‘SEC. 9. DEFINITION OF ‘SEX’, ‘MALE’, ‘FEMALE’, AND RE-1
29	29	LATED TERMS. 2
30	30	‘‘In determining the meaning of any Act of Congress, 3
31	31	or of any ruling, regulation, or interpretation of the var-4
32	32	ious departments and Federal agencies of the United 5
33	33	States, the term— 6
34	34	‘‘(1) ‘boy’ means a minor human male; 7
35	35	‘‘(2) ‘father’ means a male parent; 8
36	36	‘‘(3) ‘female’, when used to refer to a natural 9
37	37	person, means a person belonging, at conception, to 10
38	38	the sex characterized by a reproductive system with 11
39	39	the biological function of producing eggs (ova); 12
40	40	‘‘(4) ‘gender identity’ means an identity that re-13
41	41	flects an internal and subjective sense of self, discon-14
42	42	nected from biological reality and sex and existing 15
43	43	on an indeterminate continuum, and, because such 16
44	44	an identity does not provide a meaningful basis for 17
45	45	identification for purposes of Federal law, the term 18
46	46	shall not be recognized by the Federal Government 19
47	47	as a replacement for sex; 20
48	48	‘‘(5) ‘girl’ means a minor human female; 21
49	49	‘‘(6) ‘male’, when used to refer to a natural 22
50	50	person, means a person belonging, at conception, to 23
51	51	the biological sex characterized by a reproductive 24
52	52	system with the biological function of producing 25

57	57	‘‘(7) ‘man’, except when used as a generic ref-1
58	58	erence to human beings, means an adult human 2
59	59	male; 3
60	60	‘‘(8) ‘mother’ means a female parent; 4
61	61	‘‘(9) ‘sex’, when referring to a natural person’s 5
62	62	individual’s sex, means the person’s immutable bio-6
63	63	logical classification as either male or female, as bio-7
64	64	logically determined and defined by this section; and 8
65	65	‘‘(10) ‘woman’ means an adult human female.’’. 9
