A BILL
To prohibit allocations of Special Drawing Rights at the
International Monetary Fund for perpetrators of geno-
cide and state sponsors of terrorism without congres-
sional authorization.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘No Dollars for Dic-4
tators Act of 2025’’. 5

SEC. 2. PROHIBITION ON ALLOCATIONS OF SPECIAL DRAW-1
ING RIGHTS AT INTERNATIONAL MONETARY 2
FUND FOR PERPETRATORS OF GENOCIDE 3
AND STATE SPONSORS OF TERRORISM WITH-4
OUT CONGRESSIONAL AUTHORIZATION. 5
Section 6 of the Special Drawing Rights Act (22 6
U.S.C. 286q) is amended by adding at the end the fol-7
lowing: 8
‘‘(c) Unless Congress by law authorizes such action, 9
neither the President nor any person or agency shall on 10
behalf of the United States vote to allocate Special Draw-11
ing Rights under article XVIII, sections 2 and 3, of the 12
Articles of Agreement of the Fund to a member country 13
of the Fund, if the government of the member country 14
has— 15
‘‘(1) committed genocide at any time during the 16
10-year period ending with the date of the vote; or 17
‘‘(2) been determined by the Secretary of State, 18
as of the date of the enactment of the No Dollars 19
for Dictators Act of 2025, to have repeatedly pro-20
vided support for acts of international terrorism, for 21
purposes of— 22
‘‘(A) section 1754(c)(1)(A)(i) of the Ex-23
port Control Reform Act of 2018 (50 U.S.C. 24
4813(c)(1)(A)(i)); 25

‘‘(B) section 620A of the Foreign Assist-1
ance Act of 1961 (22 U.S.C. 2371); 2
‘‘(C) section 40(d) of the Arms Export 3
Control Act (22 U.S.C. 2780(d)); or 4
‘‘(D) any other provision of law.’’. 5
