To unfreeze funding for contracts of the Department of
Agriculture, to prohibit Farm Service Agency and Nat-
ural Resources Conservation Service office closures, and
for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Honor Farmer Con-4
tracts Act of 2025’’. 5

SEC. 2. DEPARTMENT OF AGRICULTURE FUNDING AND OF-1
FICES. 2
The Secretary of Agriculture— 3
(1) shall, immediately after the enactment of 4
this Act, unfreeze funding for and implement all 5
agreements and contracts entered into by the Sec-6
retary of Agriculture prior to the date of enactment 7
of this Act; 8
(2) shall, as rapidly as possible after the enact-9
ment of this Act, pay all past due amounts owed by 10
the Secretary of Agriculture under the agreements 11
and contracts described in paragraph (1); 12
(3) shall not cancel any signed agreement or 13
contract with a farmer or an entity providing assist-14
ance to farmers, unless the farmer or entity has 15
failed to comply with the terms and conditions of the 16
agreement or contract; and 17
(4) shall not close any Farm Service Agency 18
county office, Natural Resources Conservation Serv-19
ice field office, or Rural Development Service Center 20
without providing written notice and justification to 21
Congress not later than 60 days before the date on 22
which the applicable office is intended to be closed. 23
