2121 This Act may be cited as the ‘‘Inaugural Committee 4
2222 Transparency Act of 2025’’. 5

2929 Section 510 of title 36, United States Code, is 4
3030 amended— 5
3131 (1) in subsection (b)— 6
3232 (A) in paragraph (1), by inserting ‘‘, and 7
3333 disclosing any disbursement made in an amount 8
3434 equal to or greater than $200 and the purpose 9
3535 of each disbursement’’ before the period at the 10
3636 end; and 11
3737 (B) in paragraph (2)— 12
3838 (i) in subparagraph (B), by striking 13
3939 ‘‘and’’ at the end; 14
4040 (ii) in subparagraph (C), by striking 15
4141 the period at the end and inserting ‘‘; 16
4242 and’’; and 17
4343 (iii) by adding at the end the fol-18
4444 lowing: 19
4545 ‘‘(D) for any disbursement in an amount 20
4646 equal to or greater than $200 that is made, in-21
4747 cluding any such disbursement made after the 22
4848 end of the inaugural period— 23
4949 ‘‘(i) the name and address of the per-24
5050 son to whom the disbursement was made; 25

6262 ‘‘(1) I
6363 N GENERAL.—It shall be unlawful— 8
6464 ‘‘(A) for an Inaugural Committee to solicit, 9
6565 accept, or receive a donation from a foreign na-10
6666 tional; 11
6767 ‘‘(B) for a person— 12
6868 ‘‘(i) to make a donation to an Inau-13
6969 gural Committee in the name of another 14
7070 person, or to knowingly authorize his or 15
7171 her name to be used to effect such a dona-16
7272 tion; or 17
7373 ‘‘(ii) to knowingly accept a donation 18
7474 to an Inaugural Committee made by a per-19
7575 son in the name of another person; 20
7676 ‘‘(C) for a foreign national to, directly or 21
7777 indirectly, make a donation, or make an express 22
7878 or implied promise to make a donation, to an 23
7979 Inaugural Committee; or 24

8484 Committee to personal use as described in para-2

8787 EFINITION OF FOREIGN NATIONAL .—In 4
8888 this subsection, the term ‘foreign national’ has the 5
8989 meaning given the term in section 319(b) of the 6
9090 Federal Election Campaign Act of 1971 (52 U.S.C. 7
9191 30121(b)). 8
9292 ‘‘(3) C
9393 ONVERSION OF DONATION TO PERSONAL 9
9494 USE.—For purposes of paragraph (1)(D), a donation 10
9595 shall be considered to be converted to personal use 11
9696 if any part of the donated amount is used to fulfill 12
9797 a commitment, obligation, or expense of a person 13
9898 that would exist irrespective of the responsibilities of 14
9999 the Inaugural Committee.’’; and 15

102102 EQUIREMENT.— 17

104104 N GENERAL.—Not later than the date 18
105105 that is 90 days after the date of the Presidential in-19
106106 augural ceremony, the Inaugural Committee shall 20
107107 disburse any remaining donated funds to an organi-21
108108 zation described in section 501(c)(3) of the Internal 22
109109 Revenue Code of 1986 and exempt from taxation 23
110110 under section 501(a) of such Code. 24

117117 Inaugural Committee, the Federal Election 2
118118 Commission may extend the 90-day period de-3
119119 scribed in paragraph (1). 4

121121 UPPLEMENTAL REPORT .—In the 5
122122 case of an extension under subparagraph (A), 6
123123 the Inaugural Committee shall, not later than 7
124124 the last day of the extension period, file a sup-8
125125 plement to the report required under subsection 9
126126 (b)(1).’’. 10
