1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘School Guardian Act 4
1919 of 2025’’. 5
2020 SEC. 2. SCHOOL GUARDIAN GRANTS. 6
2121 Title I of the Omnibus Crime Control and Safe 7
2222 Streets Act of 1968 (34 U.S.C. 10101 et seq.) is amended 8
2323 by adding at the end the following: 9

3131 EFINITIONS.—In this section— 4
3232 ‘‘(1) the term ‘K–12 school’ means an elemen-5
3333 tary school or secondary school, as such terms are 6
3434 defined under section 8101 of the Elementary and 7
3535 Secondary Education Act of 1965 (20 U.S.C. 7801); 8
3636 and 9
3737 ‘‘(2) the term ‘local educational agency’ has the 10
3838 meaning given such term under section 8101 of the 11
3939 Elementary and Secondary Education Act of 1965 12
4040 (20 U.S.C. 7801). 13
4141 ‘‘(b) G
4242 RANTAUTHORIZATION.—Subject to the avail-14
4343 ability of appropriations, the Attorney General shall make 15
4444 a grant to each State that elects to receive a grant under 16
4545 this section for the cost of assigning armed law enforce-17
4646 ment officers to provide security at K–12 schools, which 18
4747 may be used for the cost of pay, training, and equipment 19
4848 for the law enforcement officers. 20
4949 ‘‘(c) A
5050 MOUNT.—A grant under this section to a State 21
5151 for a fiscal year shall be in an amount that bears the same 22
5252 ratio to the total amount awarded under this section for 23
5353 the fiscal year as the total number of individuals attending 24
5454 a K–12 school in the State bears to the total number of 25
5555 individuals attending a K–12 school in the United States. 26

5959 ‘‘(d) ADMINISTRATION OFGRANTS.—The use of, and 1
6060 award of subgrants using, amounts received under this 2
6161 section shall be administered by the head of the chief law 3
6262 enforcement agency of a State. 4

6464 UBGRANTS.— 5
6565 ‘‘(1) I
6666 N GENERAL.—The head of the chief law 6
6767 enforcement agency of a State may award a 7
6868 subgrant to a law enforcement agency of a unit of 8
6969 local government in the State for the cost of hiring 9
7070 1 or more full-time law enforcement officers who will 10
7171 be assigned to provide full-time security at K–12 11
7272 schools. 12
7373 ‘‘(2) A
7474 GREEMENTS.— 13
7575 ‘‘(A) I
7676 N GENERAL.—A law enforcement 14
7777 agency of a unit of local government desiring a 15
7878 subgrant under this subsection shall enter into 16
7979 a written agreement with each K–12 school in 17
8080 the jurisdiction of the agency, or with the local 18
8181 educational agency that serves such K–12 19
8282 school, which shall indicate the number of law 20
8383 enforcement officers the law enforcement agen-21
8484 cy will hire and assign to each such K–12 22
8585 school if awarded a subgrant. 23
8686 ‘‘(B) O
8787 FFICERS AT EACH SCHOOL .—The 24
8888 written agreements entered into by a law en-25

9393 provide for the hiring of not less than 1 full- 2
9494 time law enforcement officer who will be as-3
9595 signed to provide full-time security at each K– 4
9696 12 school in the jurisdiction of the law enforce-5
9797 ment agency. 6
9898 ‘‘(3) A
9999 MOUNT.—The amount of a subgrant 7
100100 under this subsection to a law enforcement agency 8
101101 of a unit of local government shall be based on the 9
102102 number of law enforcement officers the law enforce-10
103103 ment agency will hire, as indicated in the written 11
104104 agreements described in paragraph (2). 12
105105 ‘‘(f) R
106106 EPORTING.—Each State that receives a grant 13
107107 under this section for a fiscal year shall submit to the At-14
108108 torney General a report regarding the use of the grant 15
109109 for that fiscal year, which shall include— 16
110110 ‘‘(1) the number of subgrants awarded; 17
111111 ‘‘(2) the amount of each subgrant awarded; 18
112112 ‘‘(3) the number of law enforcement officers 19
113113 hired to provide security at a K–12 school using 20
114114 amounts received under the grant; and 21
115115 ‘‘(4) the number of K–12 schools in the State 22
116116 with 1 or more full-time law enforcement officers for 23
117117 whom the cost of the pay, training, or equipment for 24

126126 ETURN.—A State shall return to the At-4
127127 torney General any amounts received under a grant 5
128128 under this section for a fiscal year which are unobli-6
129129 gated as of the day after the last day of the fiscal 7
130130 year. 8

132132 SE.—Amounts returned to the Attorney 9
133133 General under paragraph (1) shall be merged with 10
134134 other amounts available to carry out this section and 11
135135 remain available until expended to the Attorney 12
136136 General to make grants under this section, without 13
137137 further appropriation. 14
138138 ‘‘(3) R
139139 EPORTING.—The Attorney General shall 15
140140 submit to Congress a report that provides, for each 16
141141 fiscal year, the total amount of funds provided for 17
142142 that fiscal year that are returned under paragraph 18
143143 (1) and the amount of funds provided for that fiscal 19
144144 year that are returned under paragraph (1) by each 20
145145 State. 21

150150 actment of this Act, of the unobligated balances of 24
151151 amounts made available to the Internal Revenue 25

156156 1818), $80,000,000,000 shall be transferred, on a 2
157157 pro rata basis, to the Attorney General to carry out 3
158158 this section. 4
159159 ‘‘(2) A
160160 VAILABILITY AND USE.—Amounts trans-5
161161 ferred under paragraph (1) shall be merged with, 6
162162 and subject to the same terms and conditions as, 7
163163 other amounts available to carry out this section, 8
164164 and shall remain available until expended. 9
165165 ‘‘(3) A
166166 NNUAL AVAILABILITY OF AMOUNTS .— 10
167167 From amounts transferred under paragraph (1), the 11
168168 Attorney General may make not more than 12
169169 $8,000,000,000 in grants under this section for each 13
170170 of fiscal years 2025 through 2034.’’. 14
