220220 section 101(a) of title 10) and agencies of 7
221221 the Department of Defense and the De-8
222222 partment of Homeland Security to provide 9
223223 for more effective, efficient, and economical 10
224224 administration and to eliminate duplica-11
225225 tion; 12
226226 ‘‘(vi) the presentation and justification 13
227227 of the positions of the Coast Guard on the 14
228228 plans, programs, and policies of the De-15
229229 partment of Homeland Security; and 16
230230 ‘‘(vii) the effective supervision and 17
231231 control of the intelligence activities of the 18
232232 Coast Guard. 19
233233 ‘‘(C) A
234234 DDITIONAL ACTIVITIES.—The Sec-20
235235 retary of the Coast Guard is also responsible 21
236236 for such other activities as may be prescribed 22
237237 by law or by the President or Secretary of 23
238238 Homeland Security. 24

245245 recommendations to Congress relating to the De-4
246246 partment of Homeland Security as the Secretary of 5
247247 the Coast Guard considers appropriate. 6

249249 ELEGATION.—The Secretary of the Coast 7
250250 Guard may assign the functions, powers, and duties 8
251251 of the Secretary of the Coast Guard, as the Sec-9
252252 retary of the Coast Guard considers appropriate, to 10
253253 any Under Secretary or Assistant Secretary that has 11
254254 been established and has the advice and consent of 12
255255 the Senate. 13
256256 ‘‘(6) A
257257 DDITIONAL POWERS .—The Secretary of 14
258258 the Coast Guard may— 15
259259 ‘‘(A) assign, detail, and prescribe the du-16
260260 ties of members of the Coast Guard and civilian 17
261261 personnel of the Coast Guard; 18
262262 ‘‘(B) change the title of any officer or ac-19
263263 tivity of the Coast Guard not prescribed by law; 20

265265 ‘‘(C) prescribe regulations to carry out his 22
266266 functions, powers, and duties under this title.’’; 23

284284 UTIES.—Under the authority, direction, and 12
285285 control of the Secretary of the Coast Guard, the Com-13

287287 ‘‘(1) prepare for such employment of the Coast 15
288288 Guard, and for such recruiting, organizing, sup-16
289289 plying, equipping (including aspects of research and 17
290290 development assigned by the Secretary of the Coast 18
291291 Guard), training, servicing, mobilizing, demobilizing, 19
292292 administering, and maintaining of the Coast Guard, 20
293293 as will assist in the execution of any power, duty, or 21
294294 function of the Secretary of the department in which 22
295295 the Coast Guard is operating; 23
296296 ‘‘(2) investigate and report upon the efficiency 24
297297 of the Coast Guard and its preparation to support 25

308308 Coast Guard; and 8
309309 ‘‘(5) perform such other duties, not otherwise 9
310310 assigned by law, as may be prescribed by the Sec-10
311311 retary of the department in which the Coast Guard 11

348348 retary of the Coast Guard, including with re-16
349349 spect to such responsibilities under— 17
350350 (i) title 10 of the United States Code; 18
351351 (ii) title 14 of the United States Code; 19
352352 and 20
353353 (iii) any law relating to navigation or 21
354354 navigable waters applicable to the Coast 22
355355 Guard. 23
356356 (B) Specification of the steps to be taken 24
357357 by the Secretary of Homeland Security— 25

372372 (C) Specification of any proposed disposi-12
373373 tion of property, facility, contract, record, or 13
374374 other asset or obligation to be transferred 14
375375 under the plan. 15
376376 (D) Specification of the funds available 16
377377 that will be transferred to the Office of the Sec-17
378378 retary of the Coast Guard as a result of trans-18
379379 fers under the plan. 19
380380 (E) A date on which the plan shall become 20
381381 effective. 21
382382 (F) Any other element the Secretary of 22
383383 Homeland Security considers appropriate. 23

385385 ONSIDERATION.—The plan required by 24
386386 paragraph (1) shall take into consideration the role 25

396396 part of the plan required by this subsection until the 6
397397 date on which the plan becomes effective in accord-7
398398 ance with date set forth under paragraph (2)(E). 8

401401 DEFINED.—In this subsection, the term ‘‘appro-10
402402 priate committees of Congress’’ means— 11
403403 (A) the Committee on Commerce, Science, 12
404404 and Transportation, the Committee on Home-13
405405 land Security and Governmental Affairs, and 14
406406 the Committee on Appropriations of the Senate; 15
407407 and 16
408408 (B) the Committee on Transportation and 17
409409 Infrastructure, the Committee on Homeland Se-18
410410 curity, and the Committee on Appropriations of 19
