To amend the Federal Meat Inspection Act to exempt certain
owners of livestock from inspection requirements, and
for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Livestock Owned by 4
Communities to Advance Local Foods Act of 2025’’ or the 5
‘‘LOCAL Foods Act of 2025’’. 6
SEC. 2. EXEMPTIONS FROM INSPECTION. 7
Section 23(a) of the Federal Meat Inspection Act (21 8
U.S.C. 623(a)) is amended by striking ‘‘the slaughtering 9

by any person of animals of his own raising, and the prep-1
aration by him and transportation in commerce of the car-2
casses, parts thereof, meat and meat food products of such 3
animals exclusively for use by him and members of his 4
household and his nonpaying guests and employees’’ and 5
inserting ‘‘the slaughtering of animals by any person that 6
is an owner of the animals in whole or in part, or the 7
preparation or transportation in commerce of the car-8
casses or parts thereof or meat and meat food products 9
from those animals by an owner, if such slaughter, prepa-10
ration, or transportation is exclusively for the use of an 11
owner or the household, nonpaying guests, or employees 12
of an owner, subject to the condition that if an owner des-13
ignates an agent to assist in such slaughter, preparation, 14
or transportation, the owner shall maintain custody and 15
specific identification of the carcasses or parts thereof or 16
meat and meat food products, as determined by the Sec-17
retary’’. 18
