2828 The purpose of this Act is to establish the Ce´sar E. 2
2929 Cha´vez and the Farmworker Movement National Histor-3

3131 (1) to help preserve, protect, and interpret the 5
3232 nationally significant resources associated with 6
3333 Ce´sar Cha´vez and the farmworker movement; 7
3434 (2) to interpret and provide for a broader un-8
3535 derstanding of the extraordinary achievements and 9
3636 contributions to the history of the United States 10
3737 made by Ce´sar Cha´vez and the farmworker move-11
3838 ment; and 12
3939 (3) to support and enhance the network of sites 13
4040 and resources associated with Ce´sar Cha´vez and the 14

8080 N GENERAL.—The Ce´sar E. Cha´vez Na-15
8181 tional Monument established on October 8, 2012, by 16

8383 note) is redesignated as the ‘‘Ce´sar E. Cha´vez and 18
8484 the Farmworker Movement National Historical 19

8787 VAILABILITY OF FUNDS.—Any funds avail-21
8888 able for the purposes of the monument referred to 22
8989 in paragraph (1) shall be available for the purposes 23

103103 N GENERAL.—The boundary of the histor-8
104104 ical park shall include the area identified as ‘‘Ce´sar 9
105105 E. Cha´vez National Monument’’ in Keene, Cali-10
106106 fornia, as generally depicted on the map. 11

108108 NCLUSION OF ADDITIONAL SITES .—Subject 12
109109 to paragraph (3), the Secretary may include within 13
110110 the boundary of the historical park the following 14
111111 sites, as generally depicted on the map: 15
112112 (A) The Forty Acres in Delano, California. 16
113113 (B) Santa Rita Center in Phoenix, Ari-17
114114 zona. 18
115115 (C) McDonnell Hall in San Jose, Cali-19
116116 fornia. 20

118118 ONDITIONS FOR INCLUSION .—A site de-21
119119 scribed in paragraph (2) shall not be included in the 22
120120 boundary of the historical park until— 23

125125 quires the land or an interest in the land at the 2

127127 (B) the date on which the Secretary enters 4
128128 into a written agreement with the owner of the 5
129129 site providing that the site shall be managed in 6
130130 accordance with this Act. 7

132132 OTICE.—Not later than 30 days after the 8
133133 date on which the Secretary includes a site described 9
134134 in paragraph (2) in the historical park, the Sec-10
135135 retary shall publish in the Federal Register notice of 11
136136 the addition to the historical park. 12

138138 VAILABILITY OFMAP.—The map shall be avail-13
139139 able for public inspection in the appropriate offices of the 14
140140 National Park Service. 15

142142 ANDACQUISITION.—The Secretary may acquire 16
143143 land and interests in land within the area generally de-17
144144 picted on the map as ‘‘Proposed NPS Boundary’’ by dona-18
145145 tion, purchase from a willing seller with donated or appro-19
146146 priated funds, or exchange. 20

165165 NTERPRETATION.—The Secretary may pro-9
166166 vide technical assistance and public interpretation of 10
167167 historic sites, museums, and resources on land not 11
168168 administered by the Secretary relating to the life of 12
169169 Ce´sar E. Cha´vez and the history of the farmworker 13
170170 movement. 14

172172 OOPERATIVE AGREEMENTS .—The Sec-15
173173 retary may enter into cooperative agreements with 16
174174 the States, local governments, public and private or-17
175175 ganizations, and individuals to provide for the pres-18
176176 ervation, development, interpretation, and use of the 19
177177 historical park. 20

182182 the date on which funds are made available to carry 23
183183 out this subsection, the Secretary shall prepare a 24
184184 general management plan for the historical park in 25

194194 ment plan prepared under paragraph (1) shall 5
195195 include a determination of whether there are— 6
196196 (i) sites located in the Coachella Val-7
197197 ley in the State of California that were re-8
198198 viewed in the Study that should be added 9
199199 to the historical park; 10
200200 (ii) additional representative sites in 11
201201 the States that were reviewed in the Study 12
202202 that should be added to the historical park; 13
203203 or 14
204204 (iii) sites outside of the States in the 15
205205 United States that relate to the farm-16
206206 worker movement that should be linked to, 17
207207 and interpreted at, the historical park. 18

209209 ECOMMENDATION .—On completion of 19
210210 the preparation of the general management 20
211211 plan under paragraph (1), the Secretary shall 21
212212 submit to the Committee on Energy and Nat-22
213213 ural Resources of the Senate and the Com-23
214214 mittee on Natural Resources of the House of 24

224224 (A) any owner of land that is included 6
225225 within the boundaries of the historical park; 7

227227 (B) appropriate Federal, State, and Tribal 9
228228 agencies, public and private organizations, and 10
229229 individuals, including— 11
230230 (i) the National Cha´vez Center; and 12
231231 (ii) the Ce´sar Cha´vez Foundation. 13

245245 as generally depicted as ‘Alternative C’ in the study 24
246246 conducted by the National Park Service entitled 25
