18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE. 3
21	21	This Act may be cited as the ‘‘Ce´sar E. Cha´vez and 4
22	22	the Farmworker Movement National Historical Park 5
23	23	Act’’. 6

28	28	The purpose of this Act is to establish the Ce´sar E. 2
29	29	Cha´vez and the Farmworker Movement National Histor-3
30	30	ical Park— 4
31	31	(1) to help preserve, protect, and interpret the 5
32	32	nationally significant resources associated with 6
33	33	Ce´sar Cha´vez and the farmworker movement; 7
34	34	(2) to interpret and provide for a broader un-8
35	35	derstanding of the extraordinary achievements and 9
36	36	contributions to the history of the United States 10
37	37	made by Ce´sar Cha´vez and the farmworker move-11
38	38	ment; and 12
39	39	(3) to support and enhance the network of sites 13
40	40	and resources associated with Ce´sar Cha´vez and the 14
41	41	farmworker movement. 15

45	45	ISTORICAL PARK.—The term ‘‘historical 18
46	46	park’’ means the Ce´sar E. Cha´vez and the Farm-19
47	47	worker Movement National Historical Park estab-20

80	80	N GENERAL.—The Ce´sar E. Cha´vez Na-15
81	81	tional Monument established on October 8, 2012, by 16
82	82	Presidential Proclamation 8884 (54 U.S.C. 320301 17
83	83	note) is redesignated as the ‘‘Ce´sar E. Cha´vez and 18
84	84	the Farmworker Movement National Historical 19
85	85	Park’’. 20
86	86	(2) A
87	87	VAILABILITY OF FUNDS.—Any funds avail-21
88	88	able for the purposes of the monument referred to 22
89	89	in paragraph (1) shall be available for the purposes 23
90	90	of the historical park. 24

95	95	ulation, document, record, map, or other paper of 2
96	96	the United States to the monument referred to in 3
97	97	paragraph (1) shall be considered to be a reference 4
98	98	to the ‘‘Ce´sar E. Cha´vez and the Farmworker Move-5
99	99	ment National Historical Park’’. 6

101	101	OUNDARY.— 7

103	103	N GENERAL.—The boundary of the histor-8
104	104	ical park shall include the area identified as ‘‘Ce´sar 9
105	105	E. Cha´vez National Monument’’ in Keene, Cali-10
106	106	fornia, as generally depicted on the map. 11

108	108	NCLUSION OF ADDITIONAL SITES .—Subject 12
109	109	to paragraph (3), the Secretary may include within 13
110	110	the boundary of the historical park the following 14
111	111	sites, as generally depicted on the map: 15
112	112	(A) The Forty Acres in Delano, California. 16
113	113	(B) Santa Rita Center in Phoenix, Ari-17
114	114	zona. 18
115	115	(C) McDonnell Hall in San Jose, Cali-19
116	116	fornia. 20

118	118	ONDITIONS FOR INCLUSION .—A site de-21
119	119	scribed in paragraph (2) shall not be included in the 22
120	120	boundary of the historical park until— 23

125	125	quires the land or an interest in the land at the 2

130	130	accordance with this Act. 7

132	132	OTICE.—Not later than 30 days after the 8
133	133	date on which the Secretary includes a site described 9
134	134	in paragraph (2) in the historical park, the Sec-10
135	135	retary shall publish in the Federal Register notice of 11
136	136	the addition to the historical park. 12

138	138	VAILABILITY OFMAP.—The map shall be avail-13
139	139	able for public inspection in the appropriate offices of the 14
140	140	National Park Service. 15

142	142	ANDACQUISITION.—The Secretary may acquire 16
143	143	land and interests in land within the area generally de-17
144	144	picted on the map as ‘‘Proposed NPS Boundary’’ by dona-18
145	145	tion, purchase from a willing seller with donated or appro-19
146	146	priated funds, or exchange. 20

165	165	NTERPRETATION.—The Secretary may pro-9
166	166	vide technical assistance and public interpretation of 10
167	167	historic sites, museums, and resources on land not 11
168	168	administered by the Secretary relating to the life of 12
169	169	Ce´sar E. Cha´vez and the history of the farmworker 13
170	170	movement. 14

172	172	OOPERATIVE AGREEMENTS .—The Sec-15
173	173	retary may enter into cooperative agreements with 16
174	174	the States, local governments, public and private or-17
175	175	ganizations, and individuals to provide for the pres-18
176	176	ervation, development, interpretation, and use of the 19
177	177	historical park. 20

182	182	the date on which funds are made available to carry 23
183	183	out this subsection, the Secretary shall prepare a 24

194	194	ment plan prepared under paragraph (1) shall 5
195	195	include a determination of whether there are— 6
196	196	(i) sites located in the Coachella Val-7
197	197	ley in the State of California that were re-8
198	198	viewed in the Study that should be added 9
199	199	to the historical park; 10
200	200	(ii) additional representative sites in 11
201	201	the States that were reviewed in the Study 12
202	202	that should be added to the historical park; 13
203	203	or 14
204	204	(iii) sites outside of the States in the 15
205	205	United States that relate to the farm-16
206	206	worker movement that should be linked to, 17
207	207	and interpreted at, the historical park. 18

209	209	ECOMMENDATION .—On completion of 19
210	210	the preparation of the general management 20
211	211	plan under paragraph (1), the Secretary shall 21
212	212	submit to the Committee on Energy and Nat-22
213	213	ural Resources of the Senate and the Com-23
214	214	mittee on Natural Resources of the House of 24

222	222	plan under paragraph (1) shall be prepared in con-4

225	225	within the boundaries of the historical park; 7

227	227	(B) appropriate Federal, State, and Tribal 9
228	228	agencies, public and private organizations, and 10
229	229	individuals, including— 11
230	230	(i) the National Cha´vez Center; and 12
231	231	(ii) the Ce´sar Cha´vez Foundation. 13

245	245	as generally depicted as ‘Alternative C’ in the study 24
