1515 Be it enacted by the Senate and House of Representa-1
1616 tives of the United States of America in Congress assembled, 2
1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘Taiwan Allies Fund 4
1919 Act’’. 5
2020 SEC. 2. FINDINGS. 6
2121 Congress makes the following findings: 7
2222 (1) Taiwan is a free and prosperous democracy 8
2323 of more than 23,000,000 people and an important 9
2424 contributor to peace and stability around the world. 10

2828 (2) The People’s Republic of China has engaged 1
2929 in a years-long campaign to diplomatically isolate 2
3030 Taiwan on the world stage. 3
3131 (3) Since 2013, the Gambia, Sa˜o Tome´and 4
3232 Prı´ncipe, Panama, the Dominican Republic, Burkina 5
3333 Faso, El Salvador, the Solomon Islands, Kiribati, 6
3434 Nicaragua, Honduras, and, most recently in 2024, 7
3535 Nauru have severed diplomatic relations with Tai-8
3636 wan in favor of diplomatic relations with the Peo-9
3737 ple’s Republic of China. 10
3838 (4) The People’s Republic of China has used 11
3939 economic and diplomatic intimidation against coun-12
4040 tries pursuing unofficial relations with Taiwan, in-13
4141 cluding Lithuania, Czechia, and the United States. 14
4242 (5) The Taiwan Relations Act of 1979 (Public 15
4343 Law 96–8) states that it is the policy of the United 16
4444 States ‘‘to maintain the capacity of the United 17
4545 States to resist any resort to force or other forms 18
4646 of coercion that would jeopardize the security, or the 19
4747 social or economic system, of the people on Taiwan’’. 20
4848 (6) The Taiwan Allies International Protection 21
4949 and Enhancement Initiative (TAIPEI) Act of 2019 22
5050 (Public Law 116–135) states that the United States 23
5151 Government should— 24

5555 (A) ‘‘support Taiwan in strengthening its 1
5656 official diplomatic relationships as well as other 2
5757 partnerships with countries in the Indo-Pacific 3
5858 region and around the world’’; and 4
5959 (B) ‘‘consider, in certain cases as appro-5
6060 priate and in alignment with United States in-6
6161 terests, increasing its economic, security, and 7
6262 diplomatic engagement with nations that have 8
6363 demonstrably strengthened, enhanced, or up-9
6464 graded relations with Taiwan’’. 10
6565 SEC. 3. SENSE OF CONGRESS. 11
6666 It is the sense of Congress that the United States 12
6767 Government should— 13
6868 (1) advocate, as appropriate, for Taiwan’s pres-14
6969 ence on the global stage, including at international 15
7070 organizations; 16
7171 (2) promote the preservation and expansion of 17
7272 Taiwan’s official diplomatic relations with countries 18
7373 around the world; 19
7474 (3) expand Taiwan’s unofficial relations with 20
7575 countries around the world; 21
7676 (4) encourage countries with unofficial relations 22
7777 with Taiwan to deepen their engagement; and 23
7878 (5) advance the economic development of coun-24
7979 tries that support democratic partners like Taiwan. 25

8383 SEC. 4. TAIWAN ALLIES FUND. 1
8484 (a) A
8585 UTHORIZATION OF APPROPRIATIONS.—Of the 2
8686 amounts made available under the Countering PRC Influ-3
8787 ence Fund for each of the fiscal years 2026, 2027, and 4
8888 2028, there is authorized to be appropriated $40,000,000 5
8989 for each such fiscal year to support Taiwan’s international 6
9090 space. 7
9191 (b) E
9292 LIGIBLECOUNTRIES.—Amounts available pur-8
9393 suant to the authorization of appropriations under sub-9
9494 section (a) may be used in countries that— 10
9595 (1) maintain official relations with Taiwan or 11
9696 have meaningfully strengthened unofficial relations 12
9797 with Taiwan; 13
9898 (2) have been subject to coercion or pressure by 14
9999 the People’s Republic of China due to their relations 15
100100 with Taiwan; and 16
101101 (3) lack the economic or political capability to 17
102102 effectively respond to such coercion or pressure by 18
103103 the People’s Republic of China without the support 19
104104 of the United States. 20

106106 SE OFFUNDS.—Amounts available pursuant to 21
107107 the authorization of appropriations under subsection (a) 22
108108 may be used to support any of the following activities in 23
109109 the countries described in subsection (b): 24
110110 (1) To support health initiatives that provide 25
111111 alternatives to the Health Silk Road. 26

115115 (2) To build the capacity and resilience of civil 1
116116 society, media, and other nongovernmental organiza-2
117117 tions in countering the influence and propaganda of 3
118118 the People’s Republic of China. 4
119119 (3) To diversify supply chains away from the 5
120120 People’s Republic of China. 6
121121 (4) To provide alternatives to People’s Republic 7
122122 of China development assistance and project financ-8
123123 ing. 9
124124 (5) To advance Taiwan’s meaningful participa-10
125125 tion in international fora and multilateral organiza-11
126126 tions. 12
127127 (6) To work with the private sector to provide 13
128128 United States or allied alternatives to People’s Re-14
129129 public of China information and communications 15
130130 technology infrastructure and components. 16

132132 IMITATION ONFUNDS.—A country described in 17
133133 subsection (b) may not receive more than $5,000,000 of 18
134134 funds made available pursuant to the authorization of ap-19
135135 propriations under subsection (a) during any fiscal year. 20

139139 N GENERAL.—The Secretary of State, in 22
140140 consultation with the Administrator for the United 23
141141 States Agency for International Development, the 24
142142 Director of the American Institute in Taiwan, and 25

147147 ordinate and carry out activities described in sub-2
148148 section (c). 3

150150 UTHORITIES.—Amounts available pursu-4
151151 ant to the authorization of appropriations under 5
152152 subsection (a) may be considered foreign assistance 6
153153 under the Foreign Assistance Act of 1961 (22 7
154154 U.S.C. 2151 et seq.) for purposes of making avail-8
155155 able the administrative authorities in that Act and 9
156156 may be transferred to, and merged with, funds made 10
157157 available for any provision of the Foreign Assistance 11
158158 Act of 1961 to carry out the purposes of this sec-12
159159 tion, except that such funds shall remain available 13
160160 until expended. 14
161161 (3) C
162162 OORDINATION WITH TAIWAN .—In order to 15
163163 maximize cost efficiency and eliminate duplication, 16
164164 the Secretary of State, in consultation with the Ad-17
165165 ministrator for the United States Agency for Inter-18
166166 national Development, should work with the Director 19
167167 of the American Institute in Taiwan to ensure co-20
168168 ordination with relevant parties of Taiwan, as appro-21
169169 priate. 22

171171 OST-SHARING WITH TAIWAN .—The Sec-23
172172 retary of State should convey to relevant parties of 24
173173 Taiwan, as appropriate, that Taiwan should con-25

182182 N GENERAL.—Not later than 1 year 4
183183 after the date of the enactment of this Act, and 5
184184 annually thereafter for two years, the Secretary 6
185185 of State shall submit to the appropriate con-7
186186 gressional committees a report on activities de-8
187187 scribed in this section that were carried out 9
188188 during the preceding fiscal year. 10

190190 LEMENTS.—Each report required by 11
191191 subparagraph (A) shall include— 12
192192 (i) with respect to each activity de-13
193193 scribed in subsection (c)— 14
194194 (I) the amount of funding for the 15
195195 activity; 16
196196 (II) the goal to which the activity 17
197197 relates; and 18
198198 (III) an assessment of the suc-19
199199 cess of the activity to meet the goal to 20
200200 which the activity relates; and 21
201201 (ii) with respect to this subsection— 22
202202 (I) the amount of funding for the 23
203203 activity provided by Taiwan during 24
204204 the preceding year, if any; and 25

215215 foreign assistance not provided using amounts available 7
216216 pursuant to the authorization of appropriations under sub-8

221221 EFINED.—In this section, the term ‘‘appropriate con-11
222222 gressional committees’’ means— 12
223223 (1) the Committee on Foreign Relations of the 13
224224 Senate; and 14
225225 (2) the Committee on Foreign Affairs of the 15
226226 House of Representatives. 16
