9494 eration should be subject to maximum sanctions as 2

9898 Ukraine following a negotiated peace, it should be 6
9999 the policy of the United States to provide sustain-7

204204 (A) a ground operation or assault; 17
205205 (B) an amphibious landing or assault; 18
206206 (C) an airborne operation or air assault; 19
207207 (D) an aerial bombardment or blockade; 20
208208 (E) missile attacks, including rockets, bal-21
209209 listic missiles, cruise missiles, and hypersonic 22

211211 (F) a naval bombardment or armed block-24

223223 NITED STATES PERSON .—The term 7
224224 ‘‘United States person’’ means— 8
225225 (A) a United States citizen or an alien law-9
226226 fully admitted for permanent residence to the 10
227227 United States; or 11
228228 (B) an entity organized under the laws of 12
229229 the United States or any jurisdiction within the 13
230230 United States, including a foreign branch of 14
231231 such an entity. 15
232232 SEC. 4. COVERED DETERMINATION. 16
233233 (a) I
234234 NGENERAL.—Not later than 15 days after the 17
235235 date of the enactment of this Act, and every 90 days there-18
236236 after, the President shall determine if any of the following 19
237237 actors has engaged, is engaging, or is planning to engage 20
238238 in an act described in subsection (b): 21
239239 (1) The Government of the Russian Federation. 22
240240 (2) Any proxy of the Government of the Rus-23
241241 sian Federation. 24

250250 CTSDESCRIBED.—An act described in this sub-5
251251 section is any of the following: 6
252252 (1) Refusing to negotiate a peace agreement 7
253253 with Ukraine. 8
254254 (2) Violating any negotiated peace agreement. 9
255255 (3) Initiating another military invasion of 10
256256 Ukraine. 11
257257 (4) Overthrowing, dismantling, or seeking to 12
258258 subvert the Government of Ukraine. 13
259259 SEC. 5. IMPOSITION OF SANCTIONS ON CERTAIN PERSONS 14
260260 AFFILIATED WITH OR SUPPORTING THE GOV-15
261261 ERNMENT OF THE RUSSIAN FEDERATION. 16

263263 NGENERAL.—Not later than 15 days after mak-17
264264 ing a covered determination, and every 90 days thereafter, 18
265265 the President shall— 19
266266 (1) impose the sanctions described in subsection 20
267267 (c) with respect to the persons described in sub-21
268268 section (b); and 22
269269 (2) prohibit any United States person from en-23
270270 gaging in any transaction with a person described in 24
271271 subsection (b). 25

363363 commodities, telecommunications, banking, in-7
364364 dustrial, transportation, or manufacturing sec-8
365365 tors of the economy of the Russian Federation; 9
366366 (E) is an oligarch (as defined and identi-10
367367 fied by the President); 11
368368 (F) is responsible for or complicit in, or 12
369369 has directly or indirectly engaged or attempted 13
370370 to engage in, for or on behalf of, or for the ben-14
371371 efit of, directly or indirectly, the Government of 15
372372 the Russian Federation— 16
373373 (i) transnational corruption, bribery, 17
374374 extortion, or money laundering; 18
375375 (ii) assassination, murder, or other 19

387387 (iv) deceptive or structured trans-3
388388 actions or dealings to circumvent the appli-4
389389 cation of any sanctions imposed by the 5
390390 United States, including through the use 6
391391 of digital currencies or assets or the use of 7
392392 physical assets. 8
393393 (3) Any person or agent of any person de-9
394394 scribed in paragraph (1) or (2) if the sanctioned 10
395395 person transferred property or an interest in prop-11
396396 erty to the person— 12
397397 (A) after the date on which the President 13
398398 imposed sanctions with respect to the sanc-14
399399 tioned person; or 15
400400 (B) before that date, if the sanctioned per-16
401401 son did so in an attempt to evade the imposi-17
402402 tion of sanctions. 18

404404 ANCTIONSDESCRIBED.—The sanctions de-19
405405 scribed in this subsection to be imposed with respect to 20
406406 a person described in subsection (b) are the following: 21

408408 LOCKING OF PROPERTY .— 22
409409 (A) I
410410 N GENERAL.—The President shall ex-23
411411 ercise all of the powers granted by the Inter-24
412412 national Emergency Economic Powers Act (50 25

425425 GENCY REQUIREMENT .—The requirements of 9
426426 section 202 of the International Emergency 10
427427 Economic Powers Act (50 U.S.C. 1701) shall 11
428428 not apply for purposes of this section. 12

430430 NELIGIBILITY FOR VISAS, ADMISSION, OR 13
431431 PAROLE.— 14
432432 (A) V
433433 ISAS, ADMISSION, OR PAROLE.—An 15
434434 alien described in subsection (b) shall be— 16
435435 (i) inadmissible to the United States; 17
436436 (ii) ineligible to receive a visa or other 18
437437 documentation to enter the United States; 19
438438 and 20
439439 (iii) otherwise ineligible to be admitted 21
440440 or paroled into the United States or to re-22
441441 ceive any other benefit under the Immigra-23
442442 tion and Nationality Act (8 U.S.C. 1101 et 24
443443 seq.). 25

450450 entry documentation of an alien described 3
451451 in subsection (b) shall be revoked, regard-4
452452 less of when such visa or other entry docu-5
453453 mentation is or was issued. 6

455455 MMEDIATE EFFECT .—A revoca-7
456456 tion under clause (i) shall— 8
457457 (I) take effect immediately; and 9
458458 (II) automatically cancel any 10
459459 other valid visa or entry documenta-11
460460 tion that is in the possession of the 12

920920 NGENERAL.—The President may terminate the 16

925925 tion 4 have verifiably ceased engaging in acts de-21
