A BILL 
To end the use of taxpayer funds for entities that perform, 
provide referrals for, or provide funding for, abortions, 
and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘End Taxpayer Fund-4
ing for Abortion Providers Act’’. 5
SEC. 2. PROHIBITION. 6
(a) I
NGENERAL.—Notwithstanding any other provi-7
sion of law, no Federal funds may be made available to 8
an entity, or to any of its affiliates, subsidiaries, succes-9
sors, or clinics, that performs abortions, provides referrals 10

for abortion, or provides funding to other entities that per-1
form abortions. Federal statutory law adopted after the 2
effective date described in subsection (d) is subject to this 3
section unless such law explicitly excludes such application 4
by reference to this section. 5
(b) E
XCEPTIONS.—Subsection (a) shall not apply 6
with respect to an abortion if— 7
(1) the pregnancy is the result of rape or in-8
cest; or 9
(2) a physician certifies that the woman suffers 10
from a physical condition that would place the 11
woman in danger of death unless an abortion is per-12
formed. 13
(c) R
ULE OFCONSTRUCTION.—Nothing in this sec-14
tion shall be construed to affect any limitation contained 15
in an appropriations Act relating to abortion. 16
(d) E
FFECTIVEDATE.—This section shall take effect 17
60 days after the date of enactment of this Act. 18
