To authorize the Pines Foundation to establish the Fire
Island AIDS Memorial, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Fire Island AIDS Me-4
morial Establishment Act’’. 5
SEC. 2. PURPOSES. 6
The purposes of the Act are— 7
(1) to honor and remember the many residents 8
of Fire Island Pines and Cherry Grove, New York, 9
who suffered and died from the AIDS epidemic; and 10

(2) to educate future generations about the 1
AIDS epidemic and the impact of the AIDS epi-2
demic on the Fire Island communities in the State 3
of New York. 4
SEC. 3. DEFINITIONS. 5
In this Act: 6
(1) F
OUNDATION.—The term ‘‘Foundation’’ 7
means the Pines Foundation, a tax-exempt organiza-8
tion affiliated with the Fire Island Pines Property 9
Owners’ Association. 10
(2) M
EMORIAL.—The term ‘‘Memorial’’ means 11
the Fire Island AIDS Memorial authorized to be es-12
tablished under section 4(a). 13
(3) S
ECRETARY.—The term ‘‘Secretary’’ means 14
the Secretary of the Interior. 15
SEC. 4. FIRE ISLAND AIDS MEMORIAL. 16
(a) A
UTHORIZATIONTOESTABLISHMEMORIAL.— 17
Subject to subsection (c) and any terms and conditions 18
the Secretary considers appropriate, the Foundation may 19
establish and maintain a memorial within the boundaries 20
of Fire Island National Seashore to honor the residents 21
of Fire Island who died of AIDS, to be known as the ‘‘Fire 22
Island AIDS Memorial’’. 23

(b) USE OFFEDERALFUNDSPROHIBITED.—Fed-1
eral funds may not be used to design, procure, prepare, 2
install, or maintain the Memorial. 3
(c) D
ESIGN ANDLOCATION OFMEMORIAL.—The de-4
sign and location of the Memorial shall be subject to the 5
approval of the Secretary. 6
