To amend the John D. Dingell, Jr. Conservation, Manage-
ment, and Recreation Act to designate as a component
of the National Heritage Area System the Finger Lakes
National Heritage Area in the State of New York, and
for other purposes.
Be it enacted by the Senate and House of Representa-1

SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Finger Lakes National 4
Heritage Area Act’’. 5

SEC. 2. DESIGNATION OF FINGER LAKES NATIONAL HERIT-1
AGE AREA. 2
(a) D
ESIGNATION.—Section 6001(a) of the John D. 3
Dingell, Jr. Conservation, Management, and Recreation 4
Act (Public Law 116–9; 133 Stat. 768; 136 Stat. 6163) 5
is amended by adding at the end the following: 6
‘‘(14) F
INGER LAKES NATIONAL HERITAGE 7
AREA.— 8
‘‘(A) I
N GENERAL.—There is established 9
as a component of the National Heritage Area 10
System the Finger Lakes National Heritage 11
Area in the State of New York, consisting of 12
Cayuga, Chemung, Cortland, Livingston, Mon-13
roe, Onondaga, Ontario, Schuyler, Seneca, 14
Steuben, Tioga, Tompkins, Wayne, and Yates 15
Counties, New York. 16
‘‘(B) L
OCAL COORDINATING ENTITY .—The 17
Finger Lakes Tourism Alliance shall be the 18
local coordinating entity for the National Herit-19
age Area designated by subparagraph (A).’’. 20
(b) M
ANAGEMENTPLAN.—For the purposes of sec-21
tion 6001(c) of the John D. Dingell, Jr. Conservation, 22
Management, and Recreation Act (Public Law 116–9; 133 23
Stat. 772; 136 Stat. 6173), the local coordinating entity 24
for the Finger Lakes National Heritage Area designated 25
under the amendment made by subsection (a) shall submit 26

to the Secretary of the Interior for approval a proposed 1
management plan for the Finger Lakes National Heritage 2
Area not later than 3 years after the date of enactment 3
of this Act. 4
(c) T
ERMINATION OFAUTHORITY.—For the purposes 5
of subsection (g)(4) of section 6001 of the John D. Din-6
gell, Jr. Conservation, Management, and Recreation Act 7
(Public Law 116–9; 133 Stat. 776), the authority of the 8
Secretary of the Interior to provide assistance under that 9
section for the Finger Lakes National Heritage Area des-10
ignated under the amendment made by subsection (a) 11
shall terminate on the date that is 15 years after the date 12
of enactment of this Act. 13
