1919 This Act may be cited as the ‘‘No Taxation Without 4
2020 Representation Act of 2025’’. 5

2424 NGENERAL.—Chapter 5 of title I of the Trade 8
2525 Act of 1974 (19 U.S.C. 2191 et seq.) is amended by add-9

3232 ‘‘(a) I
3333 NGENERAL.—On and after the date of the en-3
3434 actment of this section, the President may impose a duty 4
3535 on the importation of articles into the United States under 5
3636 any provision of law, including a provision of law specified 6
3737 in subsection (b), only if— 7
3838 ‘‘(1) the President submits to Congress a pro-8
3939 posal to impose the duty that includes a rationale 9
4040 for imposing the duty; and 10
4141 ‘‘(2) there is enacted into law a joint resolution 11
4242 approving the imposition of the duty. 12
4343 ‘‘(b) P
4444 ROVISIONS OFLAWSPECIFIED.—The provi-13
4545 sions of law specified in this subsection are the following: 14
4646 ‘‘(1) This Act. 15
4747 ‘‘(2) The Tariff Act of 1930 (19 U.S.C. 1301 16
4848 et seq.). 17
4949 ‘‘(3) The Trade Expansion Act of 1962 (19 18
5050 U.S.C. 1862 et seq.). 19
5151 ‘‘(4) The Trading with the Enemy Act (50 20
5252 U.S.C. 4301 et seq.). 21
5353 ‘‘(5) The International Emergency Economic 22
5454 Powers Act (50 U.S.C. 1701 et seq.). 23
5555 ‘‘(6) Any provision of law enacted to implement 24
5656 a trade agreement to which the United States is a 25
5757 party. 26

6868 REATMENT OF EMBARGOES.—Subsection (a) 7
6969 does not apply to the exclusion of all articles, or all of 8
7070 a certain type of article, imported from a country from 9
7171 entering the United States.’’. 10

7373 LERICALAMENDMENT.—The table of contents 11
7474 for the Trade Act of 1974 is amended by inserting after 12
7575 the item relating to section 154 the following: 13
7676 ‘‘Sec. 155. Congressional approval required for imposition of duties.’’.
