1919 SECTION 1. SHORT TITLE. 3
2020 This Act may be cited as the ‘‘Project Safe Neighbor-4
2121 hoods Reauthorization Act of 2025’’. 5
2222 SEC. 2. FINDINGS. 6
2323 Congress finds the following: 7
2424 (1) Launched in 2001, the Project Safe Neigh-8
2525 borhoods program is a nationwide initiative that 9
2626 brings together Federal, State, local, and Tribal law 10

3131 ers, and other stakeholders to identify the most 2
3232 pressing crime problems in a community and work 3
3333 collaboratively to address those problems. 4
3434 (2) The Project Safe Neighborhoods program— 5
3535 (A) operates in all 94 Federal judicial dis-6
3636 tricts throughout the 50 States and territories 7
3737 of the United States; and 8
3838 (B) implements 4 key components to suc-9
3939 cessfully reduce violent crime in communities, 10
4040 including community engagement, prevention 11
4141 and intervention, focused and strategic enforce-12
4242 ment, and accountability. 13
4343 SEC. 3. REAUTHORIZATION. 14

4545 EFINITIONS.—Section 2 of the Project Safe 15
4646 Neighborhoods Grant Program Authorization Act of 2018 16
4747 (34 U.S.C. 60701) is amended— 17
4848 (1) by redesignating paragraphs (1), (2), and 18
4949 (3) as paragraphs (2), (4), and (5), respectively; 19
5050 (2) by inserting before paragraph (2), as so re-20
5151 designated, the following: 21
5252 ‘‘(1) the term ‘crime analyst’ means an indi-22
5353 vidual employed by a law enforcement agency for the 23
5454 purpose of separating information into key compo-24
5555 nents and contributing to plans of action to under-25

6565 agency or a prosecuting agency for the purpose of 7
6666 aiding law enforcement officers in investigative or 8

6969 SE OFFUNDS.—Section 4(b) of the Project 10
7070 Safe Neighborhoods Grant Program Authorization Act of 11
7171 2018 (34 U.S.C. 60703(b)) is amended— 12
7272 (1) in paragraph (3), by striking ‘‘or’’ at the 13
7373 end; 14
7474 (2) in paragraph (4), by striking the period at 15
7575 the end and inserting a semicolon; and 16
7676 (3) by adding at the end the following: 17
7777 ‘‘(5) hiring crime analysts to assist with violent 18
7878 crime reduction efforts; 19
7979 ‘‘(6) the cost of overtime for law enforcement 20
8080 officers, prosecutors, and law enforcement assistants 21
8181 that assist with the Program; and 22
8282 ‘‘(7) purchasing, implementing, and using tech-23
8383 nology to assist with violent crime reduction ef-24
8484 forts.’’. 25

9999 MENDMENT.—Section 4(b) of the Project Safe 10

114114 House of Representatives a report that details, for each 25

125125 (3) the number and a description of the violent 8
126126 crime offenses committed in the area, including mur-9
