16	16	Program Authorization Act of 2018, and for other purposes.
17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. SHORT TITLE. 3
20	20	This Act may be cited as the ‘‘Project Safe Neighbor-4
21	21	hoods Reauthorization Act of 2025’’. 5
22	22	SEC. 2. FINDINGS. 6
23	23	Congress finds the following: 7
24	24	(1) Launched in 2001, the Project Safe Neigh-8
25	25	borhoods program is a nationwide initiative that 9
26	26	brings together Federal, State, local, and Tribal law 10

30	30	enforcement officials, prosecutors, community lead-1
31	31	ers, and other stakeholders to identify the most 2
32	32	pressing crime problems in a community and work 3
33	33	collaboratively to address those problems. 4
34	34	(2) The Project Safe Neighborhoods program— 5
35	35	(A) operates in all 94 Federal judicial dis-6
36	36	tricts throughout the 50 States and territories 7
37	37	of the United States; and 8
38	38	(B) implements 4 key components to suc-9
39	39	cessfully reduce violent crime in communities, 10
40	40	including community engagement, prevention 11
41	41	and intervention, focused and strategic enforce-12
42	42	ment, and accountability. 13
43	43	SEC. 3. REAUTHORIZATION. 14
44	44	(a) D
45	45	EFINITIONS.—Section 2 of the Project Safe 15
46	46	Neighborhoods Grant Program Authorization Act of 2018 16
47	47	(34 U.S.C. 60701) is amended— 17
48	48	(1) by redesignating paragraphs (1), (2), and 18
49	49	(3) as paragraphs (2), (4), and (5), respectively; 19
50	50	(2) by inserting before paragraph (2), as so re-20
51	51	designated, the following: 21
52	52	‘‘(1) the term ‘crime analyst’ means an indi-22
53	53	vidual employed by a law enforcement agency for the 23
54	54	purpose of separating information into key compo-24
55	55	nents and contributing to plans of action to under-25

59	59	stand, mitigate, and neutralize criminal threats;’’; 1

61	61	(3) by inserting after paragraph (2), as so re-3
62	62	designated, the following: 4
63	63	‘‘(3) the term ‘law enforcement assistant’ 5
64	64	means an individual employed by a law enforcement 6
65	65	agency or a prosecuting agency for the purpose of 7
66	66	aiding law enforcement officers in investigative or 8
67	67	administrative duties;’’. 9

69	69	SE OFFUNDS.—Section 4(b) of the Project 10
70	70	Safe Neighborhoods Grant Program Authorization Act of 11
71	71	2018 (34 U.S.C. 60703(b)) is amended— 12
72	72	(1) in paragraph (3), by striking ‘‘or’’ at the 13
73	73	end; 14
74	74	(2) in paragraph (4), by striking the period at 15
75	75	the end and inserting a semicolon; and 16
76	76	(3) by adding at the end the following: 17
77	77	‘‘(5) hiring crime analysts to assist with violent 18
78	78	crime reduction efforts; 19
79	79	‘‘(6) the cost of overtime for law enforcement 20
80	80	officers, prosecutors, and law enforcement assistants 21
81	81	that assist with the Program; and 22
82	82	‘‘(7) purchasing, implementing, and using tech-23
83	83	nology to assist with violent crime reduction ef-24
84	84	forts.’’. 25

88	88	(c) AUTHORIZATION OF APPROPRIATIONS.—Section 1
89	89	6 of the Project Safe Neighborhoods Grant Program Au-2
90	90	thorization Act of 2018 (34 U.S.C. 60705) is amended 3
91	91	by striking ‘‘fiscal years 2019 through 2021’’ and insert-4
92	92	ing ‘‘fiscal years 2026 through 2030’’. 5
93	93	SEC. 4. TASK FORCE SUPPORT. 6
94	94	(a) S
95	95	HORTTITLE.—This section may be cited as the 7
96	96	‘‘Officer Ella Grace French and Sergeant Jim Smith Task 8
97	97	Force Support Act of 2025’’. 9
98	98	(b) A
99	99	MENDMENT.—Section 4(b) of the Project Safe 10
100	100	Neighborhoods Grant Program Authorization Act of 2018 11
101	101	(34 U.S.C. 60703(b)), as amended by section 3(b), is 12
102	102	amended— 13
103	103	(1) in paragraph (6), by striking ‘‘and’’ at the 14
104	104	end; 15
105	105	(2) in paragraph (7), by striking the period at 16
106	106	the end and inserting ‘‘; and’’; and 17
107	107	(3) by adding at the end the following: 18
108	108	‘‘(8) support for multi-jurisdictional task 19
109	109	forces.’’. 20
110	110	SEC. 5. TRANSPARENCY. 21
111	111	Not less frequently than annually, the Attorney Gen-22
112	112	eral shall submit to the Committee on the Judiciary of 23
113	113	the Senate and the Committee on the Judiciary of the 24
114	114	House of Representatives a report that details, for each 25

119	119	Grant Program operates and with respect to the 1-year 2
120	120	period preceding the date of the report— 3
121	121	(1) how the area spent funds under the Project 4
122	122	Safe Neighborhoods Block Grant Program; 5
123	123	(2) the community outreach efforts performed 6
124	124	in the area; and 7
125	125	(3) the number and a description of the violent 8
126	126	crime offenses committed in the area, including mur-9
127	127	der, non-negligent manslaughter, rape, robbery, and 10
128	128	aggravated assault. 11
