2020 SECTION 1. SHORT TITLE. 3
2121 This Act may be cited as the ‘‘Tribal Labor Sov-4
2222 ereignty Act of 2025’’. 5
2323 SEC. 2. DEFINITION OF EMPLOYER. 6
2424 Section 2 of the National Labor Relations Act (29 7
2525 U.S.C. 152) is amended— 8

2929 (1) in paragraph (2), by inserting ‘‘or any In-1
3030 dian Tribe, or any enterprise or institution owned 2
3131 and operated by an Indian Tribe and located on its 3
3232 Indian lands,’’ after ‘‘subdivision thereof,’’; and 4
3333 (2) by adding at the end the following: 5
3434 ‘‘(15) The term ‘Indian Tribe’ means any Indian 6
3535 Tribe, band, nation, pueblo, or other organized group or 7
3636 community which is recognized as eligible for the special 8
3737 programs and services provided by the United States to 9
3838 Indians because of their status as Indians. 10
3939 ‘‘(16) The term ‘Indian’ means any individual who 11
4040 is a member of an Indian Tribe. 12
4141 ‘‘(17) The term ‘Indian lands’ means— 13
4242 ‘‘(A) all lands within the limits of any Indian 14
4343 reservation; 15
4444 ‘‘(B) any lands title to which is either held in 16
4545 trust by the United States for the benefit of any In-17
4646 dian Tribe or Indian or held by any Indian Tribe or 18
4747 Indian subject to restriction by the United States 19
4848 against alienation; and 20
4949 ‘‘(C) any lands in the State of Oklahoma that 21
5050 are within the boundaries of a former reservation (as 22
5151 defined by the Secretary of the Interior) of a feder-23
5252 ally recognized Indian Tribe.’’. 24
