14	14	relating to kidnapping, sexual abuse, and illicit sexual
15	15	conduct with respect to minors.
16	16	Be it enacted by the Senate and House of Representa-1
17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘Strengthening Child 4
20	20	Exploitation Enforcement Act’’. 5
21	21	SEC. 2. KIDNAPPING; SEXUAL ABUSE; ILLICIT SEXUAL CON-6
22	22	DUCT WITH RESPECT TO MINORS. 7
23	23	(a) I
24	24	NGENERAL.—Part I of title 18, United States 8
25	25	Code, is amended— 9
26	26	(1) in section 1201— 10

46	46	that the victim had attained the age of 16 years.’’; 16

48	48	(A) in section 2241(c), by striking ‘‘crosses 18
49	49	a State line’’ and inserting ‘‘travels in inter-19
50	50	state or foreign commerce’’; 20
51	51	(B) in section 2242(3), by striking ‘‘, to 21
52	52	include doing so’’ and inserting ‘‘or’’; 22

61	61	FFENSE.—It shall be unlawful, in the 3
62	62	special maritime and territorial jurisdiction of the 4
63	63	United States or in a Federal prison, or in any pris-5
64	64	on, institution, or facility in which persons are held 6
65	65	in custody by direction of or pursuant to a contract 7
66	66	or agreement with the head of any Federal depart-8
67	67	ment or agency, to knowingly cause the intentional 9
68	68	touching, not through the clothing, of the genitalia 10
69	69	of any person by a person who has not attained the 11
70	70	age of 16 years, with an intent to abuse, humiliate, 12
71	71	harass, degrade, or arouse or gratify the sexual de-13
72	72	sire of any person, or attempt to do so, if to do so 14
73	73	would violate subsection (a), (b), or (c) of this sec-15
74	74	tion, section 2241, or section 2242 had such inten-16
75	75	tional touching been a sexual act. 17
76	76	‘‘(2) P
77	77	ENALTY.—Any person who violates para-18
78	78	graph (1) shall be fined under this title, imprisoned 19
79	79	as provided in the applicable provision of law de-20
80	80	scribed in that paragraph, or both.’’; and 21
