15	15	To require the Secretary of Agriculture to establish a grant
16	16	program to address forestry workforce development
17	17	needs, and for other purposes.
18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE. 3
21	21	This Act may be cited as the ‘‘Jobs in the Woods 4
22	22	Act’’. 5
23	23	SEC. 2. FORESTRY WORKFORCE DEVELOPMENT GRANTS. 6
24	24	(a) D
25	25	EFINITIONS.—In this section: 7
26	26	(1) C
27	27	AREER PATHWAY .—The term ‘‘career 8
28	28	pathway’’ has the meaning given the term in section 9

35	35	LIGIBLE AREA.—The term ‘‘eligible area’’ 3
36	36	means an area that— 4
37	37	(A) is a nonmetropolitan area that quali-5
38	38	fies as a low-income community (as defined in 6
39	39	section 45D(e) of the Internal Revenue Code of 7
40	40	1986); 8
41	41	(B) has access to, or has a plan to achieve, 9
42	42	broadband service with— 10
43	43	(i) at least 100 Mbps download speed 11
44	44	and 20 Mbps upload speed; 12
45	45	(ii) latency sufficiently low for real- 13
46	46	time, interactive applications; and 14
47	47	(iii) network reliability of not more 15
48	48	than 48 hours of outage time over any 16
49	49	365-day period; and 17
50	50	(C) has a population of 20,000 or fewer in-18
51	51	habitants. 19

53	53	LIGIBLE ENTITY.—The term ‘‘eligible enti-20
54	54	ty’’ means— 21
55	55	(A) a nonprofit organization; 22
56	56	(B) a State; 23
57	57	(C) an Indian Tribe; 24
58	58	(D) a unit of local government; and 25

63	63	defined in section 101 of the Higher Education 2
64	64	Act of 1965 (20 U.S.C. 1001)). 3

66	66	ECRETARY.—The term ‘‘Secretary’’ means 4
67	67	the Secretary of Agriculture. 5
68	68	(b) E
69	69	STABLISHMENT.—Not later than 1 year after 6
70	70	the date of enactment of this Act, the Secretary shall es-7
71	71	tablish a competitive grant program to make grants to eli-8
72	72	gible entities to carry out career pathway training pro-9
73	73	grams in eligible areas with respect to forestry operations 10
74	74	and forestry products industries. 11

76	76	PPLICATIONS.— 12
77	77	(1) I
78	78	N GENERAL.—To be eligible to receive a 13
79	79	grant under this section, an eligible entity shall sub-14
80	80	mit to the Secretary an application at such time, in 15
81	81	such manner, and containing such information as 16
82	82	the Secretary may require, which shall include— 17
83	83	(A) a demonstrated capacity to carry out a 18
84	84	career pathway training program in accordance 19
85	85	with subsection (b); 20
86	86	(B) a demonstration of need for such a 21
87	87	program within the applicable region; 22
88	88	(C) a projection of the extent of reach in-23
89	89	tended for the program; 24

93	93	(D) a plan to ensure that the program is 1
94	94	sustainable; and 2
95	95	(E) a plan for the implementation of the 3
96	96	program. 4

98	98	RIORITY.—In awarding grants under this 5
99	99	section, the Secretary shall give priority to eligible 6
100	100	entities that— 7
101	101	(A) propose to carry out activities to ad-8
102	102	dress the issues of aging workforce and youth 9
103	103	migration; 10
104	104	(B) will partner with secondary schools (as 11
105	105	defined in section 8101 of the Elementary and 12
106	106	Secondary Education Act of 1965 (20 U.S.C. 13
107	107	7801)), vocational or technical schools, or jun-14
108	108	ior or community colleges (as defined in section 15
109	109	312 of the Higher Education Act of 1965 (20 16
110	110	U.S.C. 1058)) to engage students; and 17
111	111	(C) demonstrate the ability to assist with 18
112	112	forestry workforce placement and hiring. 19
113	113	(d) T
114	114	ERM; AMOUNT.—A grant made under this sec-20
115	115	tion shall be— 21
116	116	(1) for a period of not more than 4 years; and 22
117	117	(2) in an amount equal to— 23
118	118	(A) not less than $500,000; and 24
119	119	(B) not more than $2,000,000. 25

124	124	authorized to be appropriated to carry out this section 2
125	125	$10,000,000 for each of fiscal years 2025 through 2029. 3
