15	15	improve the weatherization assistance program, and for
16	16	other purposes.
17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. SHORT TITLE. 3
20	20	This Act may be cited as the ‘‘Weatherization Assist-4
21	21	ance Program Improvements Act of 2025’’. 5
22	22	SEC. 2. WEATHERIZATION ASSISTANCE PROGRAM. 6

24	24	EATHERIZATION READINESSFUND.—Section 7
25	25	414 of the Energy Conservation and Production Act (42 8

32	32	EATHERIZATIONREADINESSFUND.— 3
33	33	‘‘(1) I
34	34	N GENERAL.—The Secretary shall estab-4
35	35	lish a fund, to be known as the ‘Weatherization 5
36	36	Readiness Fund’, from which the Secretary shall dis-6
37	37	tribute funds to States receiving financial assistance 7
38	38	under this part, in accordance with subsection (a). 8
39	39	‘‘(2) U
40	40	SE OF FUNDS.— 9
41	41	‘‘(A) I
42	42	N GENERAL.—A State receiving 10
43	43	funds under paragraph (1) shall use the funds 11
44	44	for repairs to dwelling units described in sub-12
45	45	paragraph (B) that will remediate the applica-13
46	46	ble structural defects or hazards of the dwelling 14
47	47	unit so that weatherization measures may be in-15
48	48	stalled. 16
49	49	‘‘(B) D
50	50	WELLING UNIT.—A dwelling unit 17
51	51	referred to in subparagraph (A) is a dwelling 18
52	52	unit occupied by a low-income person that, on 19
53	53	inspection pursuant to the program under this 20
54	54	part, was found to have significant defects or 21
55	55	hazards that prevented the installation of 22
56	56	weatherization measures under the program. 23
57	57	‘‘(3) A
58	58	UTHORIZATION OF APPROPRIATIONS .—In 24
59	59	addition to amounts authorized to be appropriated 25

64	64	priated to the Secretary to carry out this subsection 2
65	65	$30,000,000 for each of fiscal years 2026 through 3
