grant, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Every State Counts 4
for Veterans Mental Health Act’’. 5

ENTS IN STATES IN WHICH A GRANT HAS NOT 3
BEEN AWARDED. 4
Section 201(d) of the Commander John Scott 5
Hannon Veterans Mental Health Care Improvement Act 6
of 2019 (Public Law 116–171; 10 U.S.C. 1720F note) 7
is amended by adding at the end the following new para-8
graph: 9
‘‘(3) A
DDITIONAL PRIORITY FOR STATES THAT 10
HAVE NOT RECEIVED A GRANT .— 11
‘‘(A) I
N GENERAL.—The Secretary shall 12
prioritizing consideration of any eligible entity 13
located in a State in which an entity has ap-14
plied but not received a grant under this sec-15
tion. 16
‘‘(B) S
CORING PREFERENCE .—If no entity 17
in a particular State has received a grant under 18
this section, the Secretary shall give all eligible 19
entities in that State that apply for such a 20
grant a scoring preference until at least one 21
grant is awarded to an eligible entity in that 22
State.’’. 23
