3131 SECTION 1. SHORT TITLE. 3
3232 This Act may be cited as the ‘‘Banning Unlawful Ma-4
3333 chinegun Parts Act’’ or the ‘‘BUMP Act’’. 5

3939 NGENERAL.—Chapter 44 of title 18, United 2
4040 States Code, is amended— 3
4141 (1) in section 921(a), by inserting after para-4
4242 graph (30) the following: 5
4343 ‘‘(31) The term ‘semiautomatic firearm’ means any 6
4444 firearm that— 7
4545 ‘‘(A) upon initiating the firing sequence, fires 8
4646 the first chambered cartridge and uses a portion of 9
4747 the energy of the firing cartridge to— 10
4848 ‘‘(i) extract the expended cartridge case; 11
4949 ‘‘(ii) chamber the next round; and 12
5050 ‘‘(iii) prepare the firing mechanism to fire 13
5151 again; 14
5252 ‘‘(B) requires a separate pull, release, push, or 15
5353 initiation of the trigger to fire each cartridge; and 16
5454 ‘‘(C) is not a machinegun.’’; 17
5555 (2) in section 922, by inserting after subsection 18
5656 (u) the following: 19
5757 ‘‘(v)(1) Except as provided in paragraphs (3) and (4), 20
5858 on and after the date that is 120 days after the date of 21
5959 enactment of this subsection, it shall be unlawful for any 22
6060 person to import, sell, manufacture, transfer, receive, or 23
6161 possess, in or affecting interstate or foreign commerce— 24
6262 ‘‘(A) any manual, power-driven, or electronic 25
6363 device primarily designed, or redesigned, so that 26

6868 arm the device— 2
6969 ‘‘(i) materially increases the rate of fire of 3
7070 the firearm; or 4
7171 ‘‘(ii) approximates the action or rate of fire 5
7272 of a machinegun; 6
7373 ‘‘(B) any device, part, or combination of parts, 7
7474 that is designed or functions to materially increase 8
7575 the rate of fire of a firearm, by eliminating the need 9
7676 for the operator of the firearm to make a separate 10
7777 movement for each individual function of the trigger; 11
7878 or 12
7979 ‘‘(C) a semiautomatic firearm that has been 13
8080 modified in any way that— 14
8181 ‘‘(i) materially increases the rate of fire of 15
8282 the firearm; or 16
8383 ‘‘(ii) approximates the action or rate of fire 17
8484 of a machinegun. 18
8585 ‘‘(2) Except as provided in paragraph (3), not later 19
8686 than 120 days after the date of enactment of this sub-20
8787 section, any person who lawfully owns or possesses a semi-21
8888 automatic firearm that was modified as described in para-22
8989 graph (1)(C) before such date of enactment shall register 23
9090 the semiautomatic firearm in accordance with section 24
9191 5841 of the Internal Revenue Code of 1986. 25

9595 ‘‘(3) This subsection does not apply with respect to 1
9696 the importation for, manufacture for, sale to, transfer to, 2
9797 or possession by or under the authority of, the United 3
9898 States or any department or agency thereof or a State 4
9999 or Tribe, or a department, agency, or political subdivision 5
100100 thereof. 6
101101 ‘‘(4) Paragraph (1) shall not apply to any lawful 7
102102 transfer or possession of a semiautomatic firearm de-8
103103 scribed in paragraph (1)(C) that— 9
104104 ‘‘(A) was lawfully modified and possessed before 10
105105 the date of enactment of this subsection; and 11
106106 ‘‘(B) is registered in accordance with paragraph 12
107107 (2).’’; and 13
108108 (3) in section 924(a)(2), by striking ‘‘, or (o)’’ 14
109109 and inserting ‘‘(o), or (v)’’. 15

111111 MENDMENT TO THE NATIONALFIREARMS 16

113113 CT.—Section 5845(a) of the Internal Revenue Code of 17
114114 1986 is amended by striking ‘‘and (8) a destructive de-18
115115 vice’’ and inserting ‘‘(8) a destructive device; and (9) a 19
116116 semiautomatic firearm, as defined in section 921 of title 20
117117 18, United States Code, that is modified as described in 21
118118 section 922(v)(1)(C) of such title’’. 22
