| 21 | 21 | | This Act may be cited as the ‘‘Expanding Access to 4 |

| 23 | 23 | | SEC. 2. TITLE X CLINIC FUND. 6 |

| 25 | 25 | | NGENERAL.—There is established a Title X 7 |

| 26 | 26 | | Clinic Fund to be administered through the Office of the 8 |

| 40 | 40 | | monies in the Treasury not otherwise appropriated, for 8 |

| 41 | 41 | | each of fiscal years 2026 through 2035— 9 |

| 42 | 42 | | (1) $512,000,000 for necessary expenses for 10 |
|---|
| 43 | 43 | | grants and contracts under title X of the Public 11 |
|---|
| 44 | 44 | | Health Service Act (42 U.S.C. 300 et seq.); and 12 |
|---|
| 45 | 45 | | (2) $50,000,000 for infrastructure, including 13 |
|---|
| 46 | 46 | | the construction and renovation (including equip-14 |
|---|
| 47 | 47 | | ment) of title X clinics. 15 |

| 49 | 49 | | VAILABILITY.—Amounts appropriated under 16 |

| 50 | 50 | | subsection (b) shall remain available until expended. 17 |

|---|
| 58 | 58 | | for reasons other than the entity’s inability to pro-23 |

| 64 | 64 | | services provided by a title X clinic that receives 2 |

| 65 | 65 | | funding made available under this section, all preg-3 |

| 66 | 66 | | nancy counseling shall be nondirective, and, with re-4 |
|---|
| 67 | 67 | | spect to all patients of the title X clinic with a posi-5 |
|---|
| 68 | 68 | | tive pregnancy test, the following shall apply: 6 |
|---|
| 69 | 69 | | (A) All such patients shall be given the op-7 |
|---|
| 70 | 70 | | portunity to be provided information and coun-8 |
|---|
| 71 | 71 | | seling regarding each of the following options: 9 |
|---|
| 72 | 72 | | (i) Prenatal care and delivery. 10 |
|---|
| 73 | 73 | | (ii) Infant care, foster care, and adop-11 |
|---|
| 74 | 74 | | tion. 12 |
|---|
| 75 | 75 | | (iii) Pregnancy termination. 13 |
|---|
| 76 | 76 | | (B) If the patient requests such informa-14 |
|---|
| 77 | 77 | | tion and counseling, such patient shall be pro-15 |
|---|
| 78 | 78 | | vided with neutral, factual information and 16 |
|---|
| 79 | 79 | | nondirective counseling on each option de-17 |
|---|
| 80 | 80 | | scribed in subparagraph (A), including referral 18 |
|---|
| 81 | 81 | | upon request, except with respect to any option 19 |
|---|
| 82 | 82 | | about which the patient indicates no interest in 20 |
