3333 (1) IN GENERAL.—Not later than 30 days after 1
3434 the date of the enactment of this Act, the President 2
3535 shall— 3
3636 (A) designate Ansarallah as a foreign ter-4
3737 rorist organization pursuant to section 219 of 5
3838 the Immigration and Nationality Act (8 U.S.C. 6
3939 1189); and 7
4040 (B) impose, with respect to Ansarallah and 8
4141 any foreign person the President determines is 9
4242 an official, agent, or affiliate of Ansarallah, the 10
4343 sanctions applicable with respect to a foreign 11
4444 person pursuant to Executive Order 13224 (50 12
4545 U.S.C. 1701 note; relating to blocking property 13
4646 and prohibiting transactions with persons who 14
4747 commit, threaten to commit, or support ter-15
4848 rorism). 16

5050 ETERMINATION REQUIRED .—Not later 17
5151 than 30 days after the President makes the designa-18
5252 tion required by subparagraph (A) of paragraph (1) 19
5353 and imposes the sanctions required by subparagraph 20
5454 (B) of that paragraph, the President shall submit to 21
5555 the appropriate congressional committees a deter-22
5656 mination regarding whether the following foreign 23
5757 persons are officials, agents, or affiliates of 24

7676 spect to command and control, key leaders, intel-14
7777 ligence sources supporting attacks by Ansarallah, le-15
7878 thal aid, training, and materiel support. 16

8585 N GENERAL.—Not later than 180 days 20
8686 after the date of the enactment of this Act, the Sec-21
8787 retary of State, in consultation with the Adminis-22
8888 trator of the United States Agency for International 23
8989 Development, shall submit to the appropriate con-24
9090 gressional committees a report on obstacles to the 25

9999 ATTERS TO BE INCLUDED .—The report 5
100100 required by paragraph (1) shall include the fol-6
101101 lowing: 7
102102 (A) An identification of challenges to dis-8
103103 tribution of humanitarian aid created by rules, 9
104104 regulations, and bureaucracy of Ansarallah with 10
105105 respect to access and freedom of movement, 11
106106 and an assessment of the overall impact such 12
107107 rules, regulations, and bureaucracy have on the 13
108108 ability of the international community to dis-14
109109 tribute humanitarian aid in a manner con-15
110110 sistent with basic humanitarian principles. 16
111111 (B) An assessment of attempted inter-17
112112 ference by Ansarallah in the delivery of humani-18
113113 tarian aid, including the manipulation or undue 19
114114 influence of beneficiary lists or related data for 20
115115 political or military purposes, and the implica-21
116116 tions of any such interference on civilian needs 22
117117 and aid distribution. 23
118118 (C) An evaluation of the use of violence 24
119119 and intimidation by Ansarallah against humani-25

136136 NSARALLAH.—The term ‘‘Ansarallah’’ 12
137137 means the movement known as Ansarallah, the 13
138138 Houthi movement, or any other alias. 14
