6666 ICTIM ASSISTANCE PROFESSIONAL .—The 7
6767 term ‘‘victim assistance professional’’ means a pro-8
6868 fessional who assists victims of gun violence, includ-9
6969 ing— 10
7070 (A) a medical professional, including an 11
7171 emergency medical professional; 12
7272 (B) a social worker; 13
7373 (C) a provider of long-term services or 14
7474 care; and 15
7575 (D) a victim advocate. 16

7777 ICTIM OF GUN VIOLENCE.—The term ‘‘vic-17
7878 tim of gun violence’’ means— 18
7979 (A) an individual who has been wounded 19
8080 as a result of gun violence; 20
8181 (B) an individual who has been threatened 21
8282 with an act of gun violence; 22
8383 (C) an individual who has witnessed an act 23
8484 of gun violence; and 24

9494 SEC. 3. ADVISORY COUNCIL TO SUPPORT VICTIMS OF GUN 7

9797 STABLISHMENT.—There is established an Advi-9
9898 sory Council to Support Victims of Gun Violence. 10

102102 N GENERAL.—The Advisory Council shall 12
103103 be composed of the following members or their des-13
104104 ignees: 14
105105 (A) The Secretary of Health and Human 15
106106 Services. 16
107107 (B) The Attorney General. 17
108108 (C) The Secretary of Education. 18
109109 (D) The Secretary of Housing and Urban 19
110110 Development. 20
111111 (E) The Secretary of Veterans Affairs. 21
112112 (F) The Commissioner of Social Security. 22
113113 (G) The Assistant Secretary for Mental 23
114114 Health and Substance Use. 24

141141 5 victims of gun violence, who shall be ap-23
142142 pointed by the Secretary of Health and Human 24

161161 tim assistance professionals about their needs 12

163163 disseminated under paragraph (2) and the re-14
164164 port published under paragraph (3); 15
165165 (B) conduct a literature review and assess 16
166166 past or ongoing programs designed to assist vic-17
167167 tims of gun violence or individuals with similar 18
168168 needs to determine— 19
169169 (i) the effectiveness of the programs; 20
170170 and 21
171171 (ii) best and promising practices for 22
172172 assisting victims of gun violence; and 23
173173 (C) assess the administration of compensa-24
174174 tion funds established after mass shootings to 25

184184 N GENERAL.—The Advisory Council 5
185185 shall identify, promote, coordinate, and dissemi-6
186186 nate to the public information, resources, and 7
187187 best and promising practices available to help 8
188188 victims of gun violence— 9
189189 (i) meet their medical, financial, edu-10
190190 cational, workplace, housing, transpor-11
191191 tation, assistive technology, and accessi-12
192192 bility needs; 13
193193 (ii) maintain their mental health and 14
194194 emotional well-being; 15
195195 (iii) seek legal redress for their inju-16
196196 ries and protection against any ongoing 17
197197 threats to their safety; and 18
198198 (iv) access government programs, 19
199199 services, and benefits for which they may 20
200200 be eligible or to which they may be enti-21
201201 tled. 22

203203 ONTACT INFORMATION .—The Advi-23
204204 sory Council shall include in the information 24
205205 disseminated under subparagraph (A) the 25

213213 VAILABILITY.—The Advisory Council 4
214214 shall make the information described in sub-5
215215 paragraphs (A) and (B) available— 6
216216 (i) online through a public website; 7
217217 and 8
218218 (ii) by submitting a hard copy and 9
219219 making available additional hard copies 10
220220 to— 11
221221 (I) each Member of Congress; 12
222222 (II) each field office of the Social 13
223223 Security Administration; 14
224224 (III) each State agency that is 15
225225 responsible for administering health 16
226226 and human services, for dissemination 17
227227 to medical facilities; 18
228228 (IV) each State agency that is re-19
229229 sponsible for administering education 20
230230 programs, for dissemination to 21
231231 schools; and 22
232232 (V) the office of each State attor-23
233233 ney general, for dissemination to local 24
234234 prosecutor’s offices. 25

238238 (3) REPORT.—Not later than 180 days after 1
239239 the date of enactment of this Act, the Advisory 2
240240 Council shall— 3
241241 (A) prepare a report that— 4
242242 (i) includes the best and promising 5
243243 practices, resources, and other useful infor-6
244244 mation for victims of gun violence identi-7
245245 fied under paragraph (2); 8
246246 (ii) identifies any gaps in items de-9
247247 scribed in clause (i); and 10
248248 (iii) if applicable, identifies any addi-11
249249 tional Federal or State legislative authority 12
250250 necessary to implement the activities de-13
251251 scribed in clause (i) or address the gaps 14
252252 described in clause (ii); 15
253253 (B) submit the report prepared under sub-16
254254 paragraph (A) to— 17
255255 (i) the appropriate committees; 18
256256 (ii) each State agency that is respon-19
257257 sible for administering health and human 20
258258 services; 21
259259 (iii) each State agency that is respon-22
260260 sible for administering education pro-23
261261 grams; and 24

271271 OLLOW-UP REPORT.—Not later than 2 6
272272 years after the date on which the Advisory Council 7
273273 prepares the report under paragraph (3), the Advi-8
274274 sory Council shall— 9
275275 (A) submit to the entities described in sub-10
276276 paragraph (B) of that paragraph a follow-up re-11
277277 port that includes the information identified in 12
278278 subparagraph (A) of that paragraph; and 13
279279 (B) make the follow-up report described in 14
280280 subparagraph (A) available to the public online 15
281281 in an accessible format. 16

283283 UBLIC INPUT.— 17
284284 (A) I
285285 N GENERAL.—The Advisory Council 18
286286 shall establish a process to collect public input 19
287287 to inform the development of, and provide up-20
288288 dates to, the best and promising practices, re-21
289289 sources, and other information described in 22
290290 paragraph (2), including by conducting out-23
291291 reach to entities and individuals described in 24
292292 subparagraph (B) of this paragraph that— 25

297297 types of gun violence described in section 2

299299 (ii) include representation from com-4
300300 munities disproportionately affected by gun 5
301301 violence. 6

303303 NTITIES AND INDIVIDUALS.—The en-7
304304 tities and individuals described in this subpara-8
305305 graph are— 9
306306 (i) States, local governments, and or-10
307307 ganizations that provide information to, or 11
308308 support for, victims of gun violence; 12
309309 (ii) victims of gun violence; and 13
310310 (iii) victim assistance professionals. 14
311311 (C) N
312312 ATURE OF OUTREACH .—In con-15
313313 ducting outreach under subparagraph (A), the 16
314314 Advisory Council shall ask for input on— 17
315315 (i) information, resources, and best 18
316316 and promising practices available, includ-19
317317 ing identification of any gaps and unmet 20
318318 needs; 21
319319 (ii) recommendations that would help 22
320320 victims of gun violence— 23
321321 (I) better meet their medical, fi-24
322322 nancial, educational, workplace, hous-25

329329 and emotional well-being; 4
330330 (III) seek legal redress for their 5
331331 injuries and protection against any 6
332332 ongoing threats to their safety; and 7
333333 (IV) access government pro-8
334334 grams, services, and benefits for 9
335335 which the victims may be eligible or to 10
336336 which the victims may be entitled; and 11
337337 (iii) any other subject areas discovered 12
338338 during the process that would help victims 13
339339 of gun violence. 14

341341 EDERALADVISORYCOMMITTEEACT.—Chapter 15
342342 10 of title 5, United States Code, shall not apply to the 16
343343 Advisory Council. 17
344344 (e) F
345345 UNDING.—No additional funds are authorized to 18
346346 be appropriated to carry out this Act. 19
347347 (f) S
348348 UNSET.—The Advisory Council shall terminate 20
349349 on the date that is 5 years after the date of enactment 21
350350 of this Act. 22
