A BILL 
To require the Secretary of Commerce support the leadership 
of the United States with respect to the deployment, 
use, application, and competitiveness of blockchain tech-
nology, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Deploying American 4
Blockchains Act of 2025’’. 5
SEC. 2. DEFINITIONS. 6
In this Act: 7

(1) ADVISORY COMMITTEE .—The term ‘‘Advi-1
sory Committee’’ means the National Blockchain 2
Deployment Advisory Committee established pursu-3
ant to section 603(c). 4
(2) B
LOCKCHAIN TECHNOLOGY OR OTHER DIS -5
TRIBUTED LEDGER TECHNOLOGY .—The term 6
‘‘blockchain technology or other distributed ledger 7
technology’’ means a distributed digital database 8
where data is— 9
(A) shared across a network of computers 10
to create a ledger of verified information among 11
network participants; 12
(B) linked using cryptography to maintain 13
the integrity of the ledger and to execute other 14
functions; and 15
(C) distributed among network partici-16
pants in an automated fashion to concurrently 17
update network participants on the state of the 18
ledger and other functions. 19
(3) C
OVERED NONGOVERNMENTAL REPRESENT -20
ATIVE.—The term ‘‘covered nongovernmental rep-21
resentative’’ means a representative as specified in 22
the second sentence of section 135(b)(1) of the 23
Trade Act of 1974 (19 U.S.C. 2155(b)(1)), except 24

that such term does not include a representative of 1
a non-Federal government. 2
(4) S
ECRETARY.—The term ‘‘Secretary’’ means 3
the Secretary of Commerce. 4
(5) S
TATE.—The term ‘‘State’’ means each of 5
the several States, the District of Columbia, each 6
commonwealth, territory, or possession of the United 7
States, and each federally recognized Indian Tribe. 8
(6) T
OKEN.—The term ‘‘token’’ means a trans-9
ferable, digital representation of information re-10
corded on blockchain technology or other distributed 11
ledger technology. 12
(7) T
OKENIZATION.—The term ‘‘tokenization’’ 13
means the process of creating a token. 14
SEC. 3. DEPARTMENT OF COMMERCE LEADERSHIP ON 15
BLOCKCHAIN. 16
(a) F
UNCTION OFSECRETARY.—The Secretary shall 17
serve as a principal advisor to the President for policy per-18
taining to the deployment, use, application, and competi-19
tiveness of blockchain technology or other distributed ledg-20
er technology, applications built on blockchain technology 21
or other distributed ledger technology, tokens, and 22
tokenization. 23
(b) A
CTIVITIES.—The Secretary shall support the 24
leadership of the United States with respect to the deploy-25

ment, use, application, and competitiveness of blockchain 1
technology or other distributed ledger technology, applica-2
tions built on blockchain technology or other distributed 3
ledger technology, tokens, and tokenization by organizing 4
the Advisory Committee— 5
(1) to examine and to provide recommendations 6
on issues and risks relating to the deployment, use, 7
application, and competitiveness of blockchain tech-8
nology or other distributed ledger technology, appli-9
cations built on blockchain technology or other dis-10
tributed ledger technology, tokens, and tokenization, 11
including the issues of decentralized identity, cyber-12
security, key storage and security systems, artificial 13
intelligence, fraud reduction, regulatory compliance, 14
e-commerce, health care applications, and supply 15
chain resiliency; 16
(2) to support and to promote the improvement 17
and security of blockchain technology or other dis-18
tributed ledger technology, applications built on 19
blockchain technology or other distributed ledger 20
technology, tokens, and tokenization; 21
(3) to help to promote the leadership of the 22
United States with respect to the deployment, use, 23
application, and competitiveness of blockchain tech-24
nology or other distributed ledger technology, appli-25

cations built on blockchain technology or other dis-1
tributed ledger technology, tokens, and tokenization; 2
(4) to promote the national security of the 3
United States with respect to blockchain technology 4
or other distributed ledger technology, applications 5
built on blockchain technology or other distributed 6
ledger technology, tokens, and tokenization; 7
(5) to support engagement with the public to 8
develop a compendium of proposals for practices as 9
part of the work described in subsection (d); 10
(6) to consider policies to encourage coordina-11
tion among Federal agencies with respect to the de-12
ployment of blockchain technology or other distrib-13
uted ledger technology, applications built on 14
blockchain technology or other distributed ledger 15
technology, tokens, and tokenization; 16
(7) to examine— 17
(A) how Federal agencies can benefit from 18
utilizing blockchain technology or other distrib-19
uted ledger technology, applications built on 20
blockchain technology or other distributed ledg-21
er technology, tokens, and tokenization; 22
(B) the current use by Federal agencies of 23
blockchain technology or other distributed ledg-24
er technology, applications built on blockchain 25

(C) the current and future preparedness 3
and ability of Federal agencies to adopt 4
blockchain technology or other distributed ledg-5
er technology, applications built on blockchain 6
technology or other distributed ledger tech-7
nology, tokens, and tokenization; and 8
(D) additional security measures Federal 9
agencies may need to take— 10
(i) to securely use blockchain tech-11
nology or other distributed ledger tech-12
nology, applications built on blockchain 13
technology or other distributed ledger tech-14
nology, tokens, and tokenization, including 15
to support the security of critical infra-16
structure; and 17
(ii) to enhance the resiliency of Fed-18
eral systems against cyber threats to 19
blockchain technology or other distributed 20
ledger technology, applications built on 21
blockchain technology or other distributed 22
ledger technology, tokens, and 23
tokenization; and 24

(8) to support coordination of the activities of 1
the Federal Government relating to the security of 2
blockchain technology and other distributed ledger 3
technology, applications built on blockchain tech-4
nology or other distributed ledger technology, to-5
kens, and tokenization. 6
(c) E
STABLISHMENT OF NATIONALBLOCKCHAIN 7
D
EPLOYMENTADVISORYCOMMITTEE.— 8
(1) E
STABLISHMENT.— 9
(A) I
N GENERAL.—Not later than 180 10
days after the date of the enactment of this 11
Act, the Secretary shall, in consultation with 12
the heads of relevant Federal agencies, establish 13
an advisory committee to support the adoption 14
of blockchain technology or other distributed 15
ledger technology, applications built on 16
blockchain technology or other distributed ledg-17
er technology, tokens, and tokenization. 18
(B) D
ESIGNATION.—The advisory com-19
mittee established pursuant to subparagraph 20
(A) shall be known as the ‘‘National Blockchain 21
Deployment Advisory Committee’’. 22
(2) M
EMBERSHIP COMPOSITION .—The Advisory 23
Committee shall consist of members appointed by 24
the Secretary, which shall include— 25

(A) the Secretary; 1
(B) representatives of Federal agencies (as 2
determined necessary by the Secretary); and 3
(C) covered nongovernmental representa-4
tives with expertise related to blockchain tech-5
nology or other distributed ledger technology 6
(as determined necessary by the Secretary), 7
which may include— 8
(i) blockchain technology or other dis-9
tributed ledger technology infrastructure 10
operators, suppliers, service providers, and 11
vendors; 12
(ii) application developers building on 13
blockchain technology or other distributed 14
ledger technology; 15
(iii) developers and organizations sup-16
porting the advancement and deployment 17
of public blockchain technology or other 18
distributed ledger technology; 19
(iv) subject matter experts rep-20
resenting industrial sectors that can ben-21
efit from blockchain technology or other 22
distributed ledger technology; 23
(v) small, medium, and large busi-24
nesses; 25

(vi) think tanks and academia; 1
(vii) nonprofit organizations and con-2
sumer groups; 3
(viii) cybersecurity experts; 4
(ix) rural stakeholders; 5
(x) covered nongovernmental rep-6
resentatives; and 7
(xi) artists and the content creator 8
community. 9
(3) T
ERMINATION OF ADVISORY COMMITTEE .— 10
The Advisory Committee shall terminate on the date 11
that is 7 years after the date of the enactment of 12
this Act. 13
(d) B
ESTPRACTICES.—The Secretary shall, on an 14
ongoing basis, facilitate and support the development of 15
a compendium of identified or recommended guidelines or 16
best practices for the deployment of blockchain technology 17
or other distributed ledger technology, applications built 18
on blockchain technology or other distributed ledger tech-19
nology, tokens, and tokenization that— 20
(1) support the deployment of technologies 21
needed to advance the capabilities of blockchain 22
technology or other distributed ledger technology, 23
applications built on blockchain technology or other 24

distributed ledger technology, tokens, and 1
tokenization; 2
(2) support the interoperability of blockchain 3
technology or other distributed ledger technology, 4
applications built on blockchain technology or other 5
distributed ledger technology, tokens, and 6
tokenization; 7
(3) support operations, including hashing and 8
key storage and security systems, that form the 9
foundation of blockchain technology or other distrib-10
uted ledger technology, applications built on 11
blockchain technology or other distributed ledger 12
technology, tokens, and tokenization; 13
(4) reduce cybersecurity risks that may com-14
promise blockchain technology or other distributed 15
ledger technology, applications built on blockchain 16
technology or other distributed ledger technology, to-17
kens, and tokenization; and 18
(5) quantify the value and potential cost sav-19
ings associated with adoption of blockchain tech-20
nology or other distributed ledger technology, appli-21
cations built on blockchain technology or other dis-22
tributed ledger technology, tokens, and tokenization, 23
including through comparative analyses of competing 24

and existing technologies within specific industry ap-1
plications. 2
(e) A
DDITIONALREQUIREMENTS.—In carrying out 3
this section, the Secretary shall— 4
(1) consult closely and regularly with stake-5
holders, including private sector individuals and enti-6
ties, and incorporate industry expertise; 7
(2) collaborate with private sector stakeholders 8
to identify prioritized, flexible, repeatable, perform-9
ance-based, and cost-effective approaches to the de-10
ployment of blockchain technology or other distrib-11
uted ledger technology, applications built on 12
blockchain technology or other distributed ledger 13
technology, tokens, and tokenization; 14
(3) make public research and information per-15
taining to the use of, and marketplace for, 16
blockchain technology or other distributed ledger 17
technology, applications built on blockchain tech-18
nology or other distributed ledger technology, to-19
kens, and tokenization; 20
(4) develop standardized terminology for, and 21
promote common understanding of, blockchain tech-22
nology or other distributed ledger technology, appli-23
cations built on blockchain technology or other dis-24
tributed ledger technology, tokens, and tokenization; 25

(5) align the recommendations of the compen-1
dium described in subsection (d) with the goal of fa-2
cilitating the ease of use of blockchain technology or 3
other distributed ledger technology, applications 4
built on blockchain technology or other distributed 5
ledger technology, tokens, and tokenization; 6
(6) support open-source infrastructure, data 7
management, and authentication activities with re-8
spect to blockchain technology or other distributed 9
ledger technology, applications built on blockchain 10
technology or other distributed ledger technology, to-11
kens, and tokenization; and 12
(7) consider the needs and interests of both the 13
private and public sector, including small businesses 14
and Federal, State, and local governments. 15
(f) R
ULES OFCONSTRUCTION.—Nothing in this sec-16
tion may be construed— 17
(1) to require a private entity to share informa-18
tion with the Secretary; 19
(2) to require a private entity to request assist-20
ance from the Secretary; 21
(3) to require a private entity to implement any 22
measure or recommendation suggested by the Sec-23
retary in response to a request by the private entity; 24
or 25

(4) to require the adoption of the best practices 1
described in subsection (d). 2
(g) C
ONSULTATION.—In implementing this section, 3
the Secretary may, as appropriate, consult with the heads 4
of relevant Federal agencies. 5
SEC. 4. REPORTS TO CONGRESS. 6
(a) I
NTERIMREPORTS.—Not later than 2 years after 7
the date of the enactment of this Act, and annually there-8
after, the Secretary shall make public on the website of 9
the Department of Commerce and submit to the Com-10
mittee on Commerce, Science, and Transportation of the 11
Senate and the Committee on Energy and Commerce of 12
the House of Representatives a report that includes— 13
(1) a description of the activities of the Sec-14
retary under this title during the preceding year; 15
(2) any recommendations by the Secretary for 16
additional legislation to strengthen the competitive-17
ness of the United States with respect to blockchain 18
technology or other distributed ledger technology, 19
applications built on blockchain technology or other 20
distributed ledger technology, tokens, and 21
tokenization; and 22
(3) a description of any emerging risks and 23
long-term trends with respect to blockchain tech-24
nology or other distributed ledger technology, appli-25

(b) F
INALREPORT.—Not later than 18 months be-3
fore the termination of the Advisory Committee pursuant 4
to section 603(c)(3), the Secretary shall make available 5
to the public on the website of the Department of Com-6
merce and submit to the President, the Committee on 7
Commerce, Science, and Transportation of the Senate, 8
and the Committee on Energy and Commerce of the 9
House of Representatives a final report containing the 10
findings, conclusions, and recommendations of the Advi-11
sory Committee. 12
