To amend the Omnibus Crime Control and Safe Streets 
Act of 1968 to establish a grant program to help law 
enforcement agencies with civilian law enforcement tasks, 
and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Retired Law Enforce-4
ment Officers Continuing Service Act’’. 5

SEC. 2. GRANT PROGRAM. 1
Title I of the Omnibus Crime Control and Safe 2
Streets Act of 1968 (34 U.S.C. 10101 et seq.) is amended 3
by adding at the end the following: 4
‘‘PART PP—CIVIL LAW ENFORCEMENT TASK 5
GRANTS 6
‘‘SEC. 3061. DEFINITIONS. 7
‘‘In this part: 8
‘‘(1) C
IVILIAN LAW ENFORCEMENT TASK .—The 9
term ‘civilian law enforcement task’ includes— 10
‘‘(A) assisting in homicide investigations; 11
‘‘(B) assisting in carjacking investigations; 12
‘‘(C) assisting in financial crimes investiga-13
tions; 14
‘‘(D) reviewing camera footage; 15
‘‘(E) crime scene analysis; 16
‘‘(F) forensics analysis; and 17
‘‘(G) providing expertise in computers, 18
computer networks, information technology, or 19
the internet. 20
‘‘(2) E
LIGIBLE ENTITY.—The term ‘eligible en-21
tity’ means a State, local, Tribal, or territorial law 22
enforcement agency. 23

‘‘SEC. 3062. GRANTS AUTHORIZED. 1
‘‘The Attorney General may award grants to eligible 2
entities for the purpose of hiring retired personnel from 3
law enforcement agencies to— 4
‘‘(1) train civilian employees of the eligible enti-5
ty on civilian law enforcement tasks that can be per-6
formed on behalf of a law enforcement agency; and 7
‘‘(2) perform civilian law enforcement tasks on 8
behalf of the eligible entity. 9
‘‘SEC. 3063. ACCOUNTABILITY PROVISIONS. 10
‘‘(a) I
NGENERAL.—A grant awarded under this part 11
shall be subject to the accountability requirements of this 12
section. 13
‘‘(b) A
UDITREQUIREMENT.— 14
‘‘(1) D
EFINITION.—In this subsection, the term 15
‘unresolved audit finding’ means a finding in a final 16
audit report of the Inspector General of the Depart-17
ment of Justice that an audited grantee has used 18
grant funds for an unauthorized expenditure or oth-19
erwise unallowable cost that is not closed or resolved 20
within 12 months from the date when the final audit 21
report is issued. 22
‘‘(2) A
UDITS.—Beginning in the first fiscal 23
year beginning after the date of enactment of the 24
Retired Law Enforcement Officers Continuing Serv-25
ice Act, and in each fiscal year thereafter, the In-26

spector General of the Department of Justice shall 1
conduct audits of recipients of grants under this 2
part to prevent waste, fraud, and abuse of funds by 3
grantees. The Inspector General of the Department 4
of Justice shall determine the appropriate number of 5
grantees to be audited each year. 6
‘‘(3) M
ANDATORY EXCLUSION .—A recipient of 7
grant funds under this part that is found to have an 8
unresolved audit finding shall not be eligible to re-9
ceive grant funds under this part during the first 2 10
fiscal years beginning after the end of the 12-month 11
period described in paragraph (1). 12
‘‘(4) P
RIORITY.—In awarding grants under this 13
part, the Attorney General shall give priority to eli-14
gible entities that did not have an unresolved audit 15
finding during the 3 fiscal years before submitting 16
an application for a grant under this part. 17
‘‘(c) A
NNUALCERTIFICATION.—Beginning in the fis-18
cal year during which audits commence under subsection 19
(b)(2), the Attorney General shall submit to the Com-20
mittee on the Judiciary and the Committee on Appropria-21
tions of the Senate and the Committee on the Judiciary 22
and the Committee on Appropriations of the House of 23
Representatives an annual certification— 24
‘‘(1) indicating whether— 25

‘‘(A) all audits issued by the Office of the 1
Inspector General of the Department of Justice 2
under subsection (b) have been completed and 3
reviewed by the appropriate Assistant Attorney 4
General or Director; and 5
‘‘(B) all mandatory exclusions required 6
under subsection (b)(3) have been issued; and 7
‘‘(2) that includes a list of any grant recipients 8
excluded under subsection (b)(3) from the previous 9
year. 10
‘‘(d) P
REVENTINGDUPLICATIVEGRANTS.— 11
‘‘(1) I
N GENERAL.—Before the Attorney Gen-12
eral awards a grant to an eligible entity under this 13
part, the Attorney General shall compare potential 14
grant awards with other grants awarded by the At-15
torney General to determine if grant awards are or 16
have been awarded for a similar purpose. 17
‘‘(2) R
EPORT.—If the Attorney General awards 18
grants to the same applicant for a similar purpose, 19
the Attorney General shall submit to the Committee 20
on the Judiciary of the Senate and the Committee 21
on the Judiciary of the House of Representatives a 22
report that includes— 23

‘‘(A) a list of all such grants awarded, in-1
cluding the total dollar amount of any such 2
grants awarded; and 3
‘‘(B) the reason the Attorney General 4
awarded multiple grants to the same applicant 5
for a similar purpose.’’. 6
