2727 Title I of the Omnibus Crime Control and Safe 2
2828 Streets Act of 1968 (34 U.S.C. 10101 et seq.) is amended 3
2929 by adding at the end the following: 4
3030 ‘‘PART PP—CIVIL LAW ENFORCEMENT TASK 5

3232 ‘‘SEC. 3061. DEFINITIONS. 7
3333 ‘‘In this part: 8
3434 ‘‘(1) C
3535 IVILIAN LAW ENFORCEMENT TASK .—The 9
3636 term ‘civilian law enforcement task’ includes— 10
3737 ‘‘(A) assisting in homicide investigations; 11
3838 ‘‘(B) assisting in carjacking investigations; 12
3939 ‘‘(C) assisting in financial crimes investiga-13
4040 tions; 14
4141 ‘‘(D) reviewing camera footage; 15
4242 ‘‘(E) crime scene analysis; 16
4343 ‘‘(F) forensics analysis; and 17
4444 ‘‘(G) providing expertise in computers, 18
4545 computer networks, information technology, or 19
4646 the internet. 20
4747 ‘‘(2) E
4848 LIGIBLE ENTITY.—The term ‘eligible en-21
4949 tity’ means a State, local, Tribal, or territorial law 22
5050 enforcement agency. 23

5454 ‘‘SEC. 3062. GRANTS AUTHORIZED. 1
5555 ‘‘The Attorney General may award grants to eligible 2
5656 entities for the purpose of hiring retired personnel from 3
5757 law enforcement agencies to— 4
5858 ‘‘(1) train civilian employees of the eligible enti-5
5959 ty on civilian law enforcement tasks that can be per-6
6060 formed on behalf of a law enforcement agency; and 7
6161 ‘‘(2) perform civilian law enforcement tasks on 8
6262 behalf of the eligible entity. 9
6363 ‘‘SEC. 3063. ACCOUNTABILITY PROVISIONS. 10
6464 ‘‘(a) I
6565 NGENERAL.—A grant awarded under this part 11
6666 shall be subject to the accountability requirements of this 12
6767 section. 13
6868 ‘‘(b) A
6969 UDITREQUIREMENT.— 14
7070 ‘‘(1) D
7171 EFINITION.—In this subsection, the term 15
7272 ‘unresolved audit finding’ means a finding in a final 16
7373 audit report of the Inspector General of the Depart-17
7474 ment of Justice that an audited grantee has used 18
7575 grant funds for an unauthorized expenditure or oth-19
7676 erwise unallowable cost that is not closed or resolved 20
7777 within 12 months from the date when the final audit 21
7878 report is issued. 22
7979 ‘‘(2) A
8080 UDITS.—Beginning in the first fiscal 23
8181 year beginning after the date of enactment of the 24
8282 Retired Law Enforcement Officers Continuing Serv-25
8383 ice Act, and in each fiscal year thereafter, the In-26

8888 conduct audits of recipients of grants under this 2
8989 part to prevent waste, fraud, and abuse of funds by 3
9090 grantees. The Inspector General of the Department 4
9191 of Justice shall determine the appropriate number of 5
9292 grantees to be audited each year. 6
9393 ‘‘(3) M
9494 ANDATORY EXCLUSION .—A recipient of 7
9595 grant funds under this part that is found to have an 8
9696 unresolved audit finding shall not be eligible to re-9
9797 ceive grant funds under this part during the first 2 10
9898 fiscal years beginning after the end of the 12-month 11
9999 period described in paragraph (1). 12
100100 ‘‘(4) P
101101 RIORITY.—In awarding grants under this 13
102102 part, the Attorney General shall give priority to eli-14
103103 gible entities that did not have an unresolved audit 15
104104 finding during the 3 fiscal years before submitting 16
105105 an application for a grant under this part. 17
106106 ‘‘(c) A
107107 NNUALCERTIFICATION.—Beginning in the fis-18
108108 cal year during which audits commence under subsection 19
109109 (b)(2), the Attorney General shall submit to the Com-20
110110 mittee on the Judiciary and the Committee on Appropria-21
111111 tions of the Senate and the Committee on the Judiciary 22
112112 and the Committee on Appropriations of the House of 23
113113 Representatives an annual certification— 24
114114 ‘‘(1) indicating whether— 25

119119 Inspector General of the Department of Justice 2
120120 under subsection (b) have been completed and 3
121121 reviewed by the appropriate Assistant Attorney 4
122122 General or Director; and 5
123123 ‘‘(B) all mandatory exclusions required 6
124124 under subsection (b)(3) have been issued; and 7
125125 ‘‘(2) that includes a list of any grant recipients 8
126126 excluded under subsection (b)(3) from the previous 9
127127 year. 10

129129 REVENTINGDUPLICATIVEGRANTS.— 11
130130 ‘‘(1) I
131131 N GENERAL.—Before the Attorney Gen-12
132132 eral awards a grant to an eligible entity under this 13
133133 part, the Attorney General shall compare potential 14
134134 grant awards with other grants awarded by the At-15
135135 torney General to determine if grant awards are or 16
136136 have been awarded for a similar purpose. 17
137137 ‘‘(2) R
138138 EPORT.—If the Attorney General awards 18
139139 grants to the same applicant for a similar purpose, 19
140140 the Attorney General shall submit to the Committee 20
141141 on the Judiciary of the Senate and the Committee 21
142142 on the Judiciary of the House of Representatives a 22
143143 report that includes— 23

148148 cluding the total dollar amount of any such 2
149149 grants awarded; and 3
150150 ‘‘(B) the reason the Attorney General 4
151151 awarded multiple grants to the same applicant 5
152152 for a similar purpose.’’. 6
