1818 tives of the United States of America in Congress assembled, 2
1919 SECTION 1. SHORT TITLE. 3
2020 This Act may be cited as the ‘‘Stopping Overdoses 4
2121 of Fentanyl Analogues Act’’. 5
2222 SEC. 2. FENTANYL-RELATED SUBSTANCES. 6
2323 (a) I
2424 NGENERAL.—Schedule I of section 202(c) of 7
2525 the Controlled Substances Act (21 U.S.C. 812(c)) is 8
2626 amended by adding at the end the following: 9

3030 ‘‘(e)(1) Unless specifically exempted or unless listed 1
3131 in another schedule, any material, compound, mixture, or 2
3232 preparation which contains any quantity of fentanyl-re-3
3333 lated substances, including their isomers, esters, ethers, 4
3434 salts, and salts of isomers, esters, and ethers, whenever 5
3535 the existence of such isomers, esters, ethers, and salts is 6
3636 possible within the specific chemical designation. 7
3737 ‘‘(2) In paragraph (1), the term ‘fentanyl-related sub-8
3838 stances’ includes any substance that is structurally related 9
3939 to fentanyl by 1 or more of the following modifications: 10
4040 ‘‘(A) By replacement of the phenyl portion of 11
4141 the phenethyl group by any monocycle, whether or 12
4242 not further substituted in or on the monocycle. 13
4343 ‘‘(B) By substitution in or on the phenethyl 14
4444 group with alkyl, alkenyl, alkoxyl, hydroxyl, halo, 15
4545 haloalkyl, amino, or nitro groups. 16
4646 ‘‘(C) By substitution in or on the piperidine 17
4747 ring with alkyl, alkenyl, alkoxyl, ester, ether, 18
4848 hydroxyl, halo, haloalkyl, amino, or nitro groups. 19
4949 ‘‘(D) By replacement of the aniline ring with 20
5050 any aromatic monocycle whether or not further sub-21
5151 stituted in or on the aromatic monocycle. 22
5252 ‘‘(E) By replacement of the N-propionyl group 23
5353 by another acyl group.’’. 24
