A BILL
To amend title 18, United States Code, to create or enhance
penalties for murder and assault committed against a
law enforcement officer, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Justice for Fallen Law 4
Enforcement Act’’. 5
SEC. 2. CRIMES. 6
Part I of title 18, United States Code, is amended— 7
(1) in section 111, by adding at the end the fol-8
lowing: 9

‘‘(d) COMMISSIONAGAINST ALAWENFORCEMENT 1

FFICER.—Whoever commits any act described in sub-2
section (a)(1) against a Federal law enforcement officer, 3
or against a State or local law enforcement officer if the 4
perpetrator plans or facilitates the act with an instrument 5
of interstate commerce or commits the act with a weapon 6
that has traveled in interstate commerce, resulting in seri-7
ous injury to the law enforcement officer, shall be impris-8
oned not less than 20 years.’’; and 9
(2) in chapter 51— 10
(A) by inserting after section 1122 the fol-11
lowing: 12
‘‘§ 1123. Protection of law enforcement officers 13
‘‘Whoever commits the murder of a Federal law en-14
forcement officer, or a State or local law enforcement offi-15
cer if the perpetrator plans or facilitates the murder with 16
an instrument of interstate commerce or commits the 17
murder with a weapon that has traveled in interstate com-18
merce, shall be sentenced as provided under section 1111 19
for murder in the first degree.’’; and 20
(B) in the table of sections, by adding at 21
the end the following: 22
‘‘1123. Protection of law enforcement officers.’’.
SEC. 3. REPORT REQUIRED.

Not later than 3 years after the date of enactment 24
of this Act, the Attorney General shall submit to the Com-25

on prosecutions conducted as the result of the amend-3
ments made by this Act. 4
