To improve the transparency of Amtrak operations, and for
other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Amtrak Transparency 4
Act’’. 5
SEC. 2. BOARD OF DIRECTORS MEETINGS. 6
Section 24302 of title 49, United States Code, is 7
amended— 8
(1) in subsection (a)(6), by striking ‘‘in an open 9
meeting’’; and 10

serving on the Board who are eligible to vote shall 5
constitute a quorum for doing business. 6

OTICE; OPEN MEETINGS.— 7
‘‘(A) N
OTICE.—Not later than 30 days be-8
fore convening any meeting of the Board, the 9
Board shall post, on a publicly accessible 10
website, an announcement of the meeting that 11
includes the anticipated agenda for the meeting. 12
‘‘(B) O
PEN MEETINGS.—All meetings of 13
the Board shall comply with the requirements 14
set forth in section 552b of title 5. 15
‘‘(3) A
NNUAL MEETING WITH STATES .—Not 16
less frequently than annually, the Board shall con-17
vene a meeting to which the head of the Department 18
of Transportation of each State traversed by a long- 19
distance route or State-supported route, or the des-20
ignee of such State official, shall be invited to par-21
ticipate.’’. 22

SEC. 3. DISCRETIONARY BONUS DISCLOSURE REQUIRE-1
MENT. 2
Section 24303(b) of title 49, United States Code, is 3
amended by striking ‘‘The preceding sentence’’ and insert-4
ing ‘‘Amtrak shall publicly disclose the amount of each 5
discretionary bonus paid to any officer or non-bargaining 6
unit employee. The 2 preceding sentences’’. 7
SEC. 4. DISCLOSURE OF VENDOR AGREEMENTS. 8
Section 24315(h) of title 49, United States Code, is 9
amended by adding at the end the following: ‘‘Upon re-10
quest, Amtrak shall disclose to a State or the State-Am-11
trak Intercity Passenger Rail Committee, any vendor 12
agreement valued at not less than $250,000 for services 13
procured to implement a service on a State-supported 14
route.’’. 15
